Anna Kuznetsova was born in Penza. In 2003 she graduated from the V.G. Belinsky Penza State Pedagogical University (currently - PSU), qualification «Psychologist-teacher».[5]

Kuznetsova holds pro-life views. She has stated her support for fringe views such as telegony, which led the founding editor of the business newspaper Vedomosti[6] to interpret her appointment as a sign that Russian President Vladimir Putin was becoming more ideological.[7]

In November 2018, her mention about female genital mutilation caused a public outcry.[8][9]
