Brigitte Alepin

Brigitte Alepin is an author, media personality[1] and tax expert born in Quebec in 1966. She is notable for her research into corporate tax evasion, as outlined in her 2004 work, Ces riches qui ne paient pas d'impôt (The Wealthy Who Pay No Taxes), and the 2014 full-length documentary based on her work, The Price We Pay, directed by Harold Crooks.

She holds a bachelor's degree in accounting from Université du Québec à Montréal (1986) with an award for excellence, a master's degree in taxation from Université de Sherbrooke (1990) with a grant from the Canadian Research Fund, and a Master of Public Administration from Harvard University (2005). At Harvard, she worked on a special project entitled "The adaptation of our tax systems to globalization."

She is an outspoken critic of corporate tax evasion and fiscal inequality.[2] She has acted as an expert advisor on tax policies to the Canadian government[3] and various Canadian and international organizations. In 2015, Alepin was recognized as one of the 50 most influential tax experts in the world, by the magazine International Tax Review.[4]

Writing and media career

Alepin published her first book in 2004. Entitled Ces riches qui ne paient pas d'impôt (The Wealthy Who Pay No Taxes), its publication led to her appearance before the Standing Committee on Finance of the Canadian House of Commons, where she gave testimony as a tax expert. She is the author of two further works, La Crise fiscale qui vient (The Coming Fiscal Crisis) and Bill Gates, pay your taxes...just like the rest of us !, and has made regular appearances on television and radio, as well as being a contributor to several financial publications, including Canadian Business and L'Actualité. She was a contributor to the Quebec daily Le Journal de Montréal and to CA Magazine, and has collaborated a number of times with Radio-Canada, particularly on the French-language programs Enquête and Enjeux.[5] Alepin contributed the chapter "100 Years of Tax in Canada" to the publication, État de Québec 2017.[6]

La Crise fiscale qui vient was the inspiration for the documentary The Price We Pay, directed by Harold Crooks.[7] The film was selected by the HotDocs Forum and the Toronto International Film Festival in 2014.[8] In 2016, Brigitte Alepin and Harold Crooks were awarded a Gémeaux Award from the Academy of Canadian Cinema & Television for their scenario on the movie The Price We Pay.[9]

Ongoing public career

Alepin is often consulted by politicians on fiscal matters and continues to provide expert testimony on taxation matters before various committees of the Canadian government and the Canadian Senate.[10] She has testified in front of the Senate's Finance Committee more than 12 times, and has appeared before La Commission des lois of the French National Assembly.

In 2015, Alepin founded TaxCOOP, an annual event bringing together fiscalists and parliamentarians from around the world for a two-day conference on tax competition.[11] The 2015 conference was held in Montreal and moved to Washington, D.C. in 2016, where it was held at the World Bank headquarters.[12]

In 2015, Alepin was named one of the 50 most influential tax experts in the world by the magazine International Tax Review.[13]

In 2016, Alepin was named a Fellow of the Order of Chartered Professional Accountants of Québec (L'Ordre des comptables professionnels agréés du Québec).[14]

In 2017, Alepin joined the ESG as a professor.[15]
