Cyber Crime Unit (Hellenic Police)

The Cyber Crime Unit (Greek: Τμήμα Δίωξης Ηλεκτρονικού Εγκλήματος; which can be literally expressed as Electronic Crime Prosecution) of the Hellenic Police, for which legislative responsibility remains with the Ministry of Citizen Protection, was officially founded in 2004 with Presidential Order (Decree) 100/2004, Government Gazette 69 Α'/03.03.2004. In 2011 with Presidential Order 9/2011, Government Gazette 24 Α'/21.02.2011, was the establishment of the new Economic Police and Cyber Crime Subdivision as an independent Subdivision.[2][3] It was reformed in 2014 with article 17 of law 4249/2014, Government Gazette 73 Α'/24.03.2014,[4][5] including the foundation and structure of Cyber Crime Subdivision of Northern Greece in Thessaloniki, and was renamed Cyber Crime Division (Greek: Διεύθυνση Δίωξης Ηλεκτρονικού Εγκλήματος - ΔΙ.Δ.Η.Ε.). Although commonly still domestically often referred with its formerly initial name Cyber Crime Unit or Cyber Crime Center.

History

Cyber crime law enforcement part of the Hellenic Police force covering different competencies including cybercrime detection, investigation, computer forensics, prosecution, law eforcement, was introduced and carried out in 1995 in the line of daily duty by police officers with specialized information technology skills. The Cyber Crime Unit was a initiative, concerted effort and proposal of its former director, Liutenant General (retired) Manolis Sfakianakis.[6] The unit started operation with just two officers, and has since been implemented staffed by over eighty law enforcement agents and civilian employees qualified with university degree and postgraduate studies.[7]

Sectors

The Office of the Public Prosecutor of Supreme Civil and Criminal Court of Greece (Areios Pagos) has been issued and published Encyclical 02/2019[8][9] on 22 May 2019 listed terms of service and guidelines for Cyber Crime regarding cases must submit to Cyber Crime Division of Hellenic Policy. As of January 2020, the Cyber Crime Division (ΔΙ.Δ.Η.Ε.) in Athens, and alongside its branch the Cyber Crime Subdivision at the Northern Greece (Υ.Δ.Η.Ε.Β.Ε.) in Thessaloniki, operating 24/7 consists of the following 5 Units:

  • a. Unit of Administrative Support and Information Management
  • b. Unit of Innovative Actions and Strategy
  • c. Unit of Electronic and Telephone Communication Security and Protection of Software and Intellectual Property Rights
  • d. Unit of Minors Internet Protection and Digital Investigation
  • e. Unit of Special Cases and Internet Economic Crimes Prosecution

It has resolved over 6,000 cases of fraud,[10][11][12][13] extortion and child abuse,[14][15] while several resolved cases were only partially committed in Greece.[16] The unit has intervened in an extremely large amount of suicide attempts, saving altogether over 600 lives.[17][18]

In addition, the Cyber Crime Unit is operating a website called Cyber-Kid[19] which is providing useful information to children and parents using the internet.

Since 2013, the Cyber Crime Unit has organised a number of conferences[20] across the country, to inform children and parents on the dangers of internet use.[21][22]

After the first conference, the Cyber Crime Unit launched a live streaming website projecting the conferences in real time.[23]

The Cyber Crime Division is operating a website called Cyber Alert.[24][25][26]
