Daylight saving time by country

Most areas in Europe (last Sunday of March 01:00UTC to last Sunday of October 01:00UTC) and North America (mainly second Sunday of March to first Sunday of November) observe daylight saving time (DST), whereas most areas of Africa and Asia do not. In South America, most countries in the north of the continent near the Equator do not observe DST, whereas Paraguay and most of Chile do. The practice of observing daylight saving time in Oceania is also mixed, with New Zealand (last Sunday of September 2:00am NZST to first Sunday of April 3:00am NZDT) and parts of southeastern Australia (first Sunday of October 2:00am local standard time to first Sunday of April 3:00am local daylight time) observing DST, while most other areas do not.

Some regions in  Quebec, east of 63°W longitude, most of  Saskatchewan,  Yukon (uses DST all year round), and some areas in  British Columbia and  Nunavut (Southampton Island) do not observe DST. Saskatchewan, however, observes Central Time even though it geographically belongs in the Mountain Time Zone based on the longitude, meaning it effectively observes DST year round.[3]

Proposals to adopt or abolish daylight saving time

On 8 February 2018, the European Parliament voted to ask the European Commission to re-evaluate DST in Europe.[13] After a web survey giving high support of not adjusting clocks twice annually[14] on 12 September 2018, the European Commission decided to propose to put an end to seasonal clock changes (repealing Directive 2000/84/EC)[15] In order for this to be valid, the European Union legislative procedure must be followed, mainly that the Council of the European Union and the European Parliament must both approve the proposal.
