Hibbard is a founding partner of Hibbard Wealth Management Group at Steward Partners Global Advisory under Raymond James Financial. He graduated from Florida State University with Bachelor of Science Degrees in Business and Economics and an M.B.A.[1]

Hibbard ran unsuccessfully for the City Council in 2001. He was then elected to the City Council in March 2002. He became Mayor in 2005 after running unopposed in December 2004. During Hibbard's first term as mayor, Clearwater invested heavily in redeveloping the downtown along Cleveland Street and the Clearwater Beach infrastructure. He defeated former mayor Rita Garvey in 2008.[2]

On October 2, 2019, Hibbard formally announced the launch of his campaign for mayor of Clearwater, Florida in the 2020 election, which is scheduled for March 17, 2020.[3]

On March 17, 2020, Hibbard was elected as mayor of Clearwater, Florida decisively in a victory among four candidates by earning more than 55 percent of the votes. [4]
