Mykhailo Fedorov

Mykhailo Albertovych Fedorov (Ukrainian: Михайло Альбертович Федоров; born 21 January 1991[1]) is a Ukrainian Deputy Prime Minister of Ukraine, Minister of Digital Transformation of Ukraine, initiator of the electronic public service "Diia" (ukr: ДіЯ). Fedorov is the youngest minister in the history of Ukrainian politics.[2][3][4] He was elected People's Deputy of Ukraine of the IX convocation. He is included into Forbes 30 to 30 list as a young visionary.[2][5]

Education

Professional career

From 2015 to 2019, Fedorov served as founder and chief executive office of SMM Studio. The main activity of the agency was to set up successful advertising campaigns on social networks.[8][9]

In 2014, he became a candidate from the 5.10 party, №166 on the electoral list. At the time of the election, he was in the status of "Individual Entrepreneur".[10]

In 2018, he worked as an operations director in the "Superman" project.[11]

In early 2019, he headed the digital communications of Volodymyr Zelensky's presidential campaign.[12]

Since May 2019, Fedorov was an advisor to the President of Ukraine on digital.[13]

In 2019 he was elected People's Deputy of the Verkhovna Rada of Ukraine of the IX convocation.[14]

On August 29, 2019, he was appointed Deputy Prime Minister of Ukraine - Minister of Digital Transformation of Ukraine in the government of Oleksiy Honcharuk.[15]

Minister of Digital Transformation

After taking office, he set a goal to build a digital state, and by 2024 to transfer 100% of public services online. He built an organizational structure that accelerates the digitalization of the country. In March 2020, the Cabinet of Ministers of Ukraine decided to introduce a new position of Chief Digital Transformation Officer (CDTO) in all public authorities.[16][17]

Together with the team he launched a number of services and projects that contribute to digitalization:[18]

  • Public services Service Diia, a portal and application where you can open your own business in 10 minutes, issue assistance at the birth of a child, get the necessary information, check information about yourself in state registers. With the introduction of this application, Ukraine became the first country in the world where a digital passport became a full-fledged analog of a paper document.[19][20][21]
  • Project Diia. Digital education. It has an online component - a platform that hosts free digital literacy courses, and an offline component - a network of partner digital education hubs across the country, where you can access the Internet and digital gadgets. The aim of the project is to teach digital literacy to 6 million Ukrainians in 3 years.[22]
  • Platform Diia.Business to support both future and experienced entrepreneurs.[23][24]
  • Legislature within Diia.City, which predicts a doubling of the IT market to $11.8 billion and an IT share of the country's GDP of up to 10% in 5 years. This is a special economic and legal regime that creates some of the best conditions in the world for doing IT / creative business.[25]
  • A project to provide Ukrainians with high-speed Internet. The goal is that 95% of Ukrainians will be provided with the Internet in 3 years. During 2019-2020, conditions were created for operators so that the whole territory Ukraine would have the same modern Internet. In July 2020, telecom operators began joint actions to exchange radio frequencies in the 900 MHz band. This allows for the introduction of 4G communication throughout the country, in particular in settlements with a population of 2,000 people, in rural areas, and on highways.[26]
  • E-residency is an online service for foreigners that gives them the opportunity to remotely access public services and do business in Ukraine from abroad. E-residents will be able to open a visa or bank account under a simplified procedure and even without leaving home.[27]

Anti-corruption activities

Due to the projects of the Ministry of Digital Transformation, it was possible to eliminate schemes in the construction sector by UAH 3 billion, as well as the “twisting” scheme by UAH 2 billion in the tax sphere. Initiating a partnership with the Ministry of Social Policy, Fedorov is implementing a reform that will save the state budget of UAH 10 billion in the social sphere.[28]

In March 2020, the Ministry of Digital Transformation showed a hidden software script that recommended to employees of the State Architectural and Construction Inspectorate from which construction developers to take money as a bribe. This scheme was eliminated.[29]

In July 2020, the Ministry of Digital Transformation, the Security Service of Ukraine, the Prosecutor General's Office, the State Tax Service, and the State Financial Monitoring Service stopped the illegal mechanism for generating VAT tax credits for entrepreneurs. After the liquidation of the scheme, the state budget received an additional 9 billion hryvnias in two months.[30]
