Vasanth Ravi, who made his debut in the criticially acclaimed flick Taramani (2017), was reported to sign his second project,[2] an action drama film, directed by Arun Matheswaran.[3] Arun, who prevously worked as an assistant director to Thiagarajan Kumararaja, announced his debut as a film director in April 2018, under the production of RA Studios, headed by C. R. Manoj Kumar.[4] Arun initially developed the script in late 2014, after the completion of Irudhi Suttru (2016), The film went thrice into production, despite being shelved for unknown reasons. Many actors had rejected the script, citing due to non-availabilty of dates or the inclusion of non-commercial elements in the film, unlike in a mainstream cinema, before Vasanth Ravi was finalised.[5]

Initially, Mysskin was approached to play the main antagonist in the film,[6] but was replaced by Bharathiraja,[7] after Mysskin turned down the offer due to being busy with Udhayanidhi Stalin's Psycho.[8] The film marks Bharathiraja, playing a negative role after 15 years, since playing crucial villainous role in Mani Ratnam directorial Aaytha Ezhuthu.[9][10] The portions of the film were extensively shot in Chennai, Dhanushkodi and Rameshwaram.[9] Shreyaas Krishna filmed the visuals, which was one of the main reason, the film's trailer got positive response upon release on mid-October 2019;[11] the film was shot with the help of anamorphic lens, which suited well with the film's story.[12]
