Ruslan Tarpan
Ruslan Tarpan (Russian: Тарпан Руслан Серафимович) (born August 14, 1971) is an investor, businessman and philanthropist. Tarpan has a PhD in Economic Sciences and is the founder of the "Incor-Group" company, an initiator and patron of the restoration of "Founders of Odessa" monument and the Ekaterinskaya square located in the central part of Odessa and also a patron of the Odessa Classics international music art festival.
Biography
Ruslan Tarpan was born on the 14th of August 1971 in Odessa, Ukraine. Ruslan Tarpan is the founder of “Incor Group” development company (1997- until now), specializing in commercial and residential construction, engineering and restoration of historical buildings.[1]

Public activities
1994-2010 served as a Member of Odessa City Council. As a businessman and philanthropist, for more than 10 years, he has been actively involved in supporting cultural events in the city of Odessa, including participation in its intellectual and musical events and in the preservation and development of urban architecture heritage and its history.[3][4][5][6]
Business activity
Restoration and renovation of Odessa historic center including the restoration of more than 200 buildings of architectural monuments including those of the list of the UNESCO cultural heritage,[10] among which a monument of Odessa Founders and adjacent buildings in Odessa city center at the entrance to Primorsky Boulevard and port of Odessa (Ekaterinskaya square);[11][12][13]
Design and reconstruction of medical institutions:
- a new building of Odessa Regional Children's Clinical Hospital,
- a historical Odessa Clinical Infectious Hospital,[14]
- Children's Antitubercular Sanatorium,
- a Tubercular Clinic.
Design and construction of socially significant infrastructure and transportation system projects:
- construction of a marine deepwater sewage discharging high diameter pipe system in Odessa Bay;[15][16][17]
- construction of the drainage systems for sanitary sewage output in four cities of Ukraine;
- reconstruction of port facilities and berths, dredging works and territories aggradation activities in the waters of the Black Sea ports;
- construction, reconstruction and maintenance of drainage systems and irrigation canals in the territory of Ukraine;
- construction and renovation of administrative buildings throughout the country on the contract with the Government of Ukraine, the State Employment Service of Ukraine, the State Tax Administration of Ukraine and cities` municipalities.
Since 2012 until now Ruslan Tarpan has been actively seeking new markets for construction and investment projects, periodically participating in tenders in the Middle East, Eastern Europe, Central Asia and Africa, as well as collaborating at the invitation of the government agencies of countries of these regions in the pre-contract services on the most socially significant projects, dominantly, water supply and sanitation projects, hydrotechnical structures, hospitals, medical centers.
In this course, he and his company's teams of experts have been periodically performing consulting services and participating in tenders, basically, related to water supply and sanitation projects (concepts development and technical proposals preparation within joint ventures with local and international companies) in Namibia, Zambia, Botswana, Saudi Arabia, Oman, Kuwait, Iraq, UAE, etc. For participation (partnership) in the evaluation, development and implementation of such projects Ruslan Tarpan has established stable contacts with the best of its kind in the sphere and regions of the interest - suppliers, subcontractors and consultants (Austria, Belgium, China, Japan, Kuwait, Norway South Korea, Singapore, Taiwan, UAE, UK, US).[18][19]
