Science Fund of the Republic of Serbia

Science Fund of the Republic of Serbia is a public organization that supports science and research. It was established in January 2019 by the Government of Serbia, with the aim of providing funding and creating an enabling environment for the continuous development of scientific and research activities in the Republic of Serbia,[1] which are, in turn, the conditions necessary for the progress of a knowledge-based society.[2] The work of the Science Fund of the Republic of Serbia is monitored by the Ministry of Education, Science and Technological Development (Serbia). The Science Fund supports projects with sustainable goals, clear concepts, and systematic and well-designed working methodologies. High-level scientific excellence, quality, and innovative ideas represent the fundamental values of all projects supported by the Science Fund of the Republic of Serbia. The Science Fund's activities are represented through research, as well as through technological and developmental programs. Their goal is to achieve the strategic objectives of scientific and technological development of the Republic of Serbia. The operation of the Science Fund of the Republic of Serbia will also support scientists to cooperate with industry as well as with the scientific diaspora.[3]

Programs of the Science Fund

Within the Programs of the Science Fund,[4] projects are funded through public bidding. The projects aim to provide high-level research impact, innovative results, competitiveness at the international level, and relevance to society in general. Programs support technological development, advanced and innovative ideas, development of human resources, laboratories and scientific infrastructure, integration into international science trends, cooperation between science and industry, and other topics that are of strategic and social significance.

  • Development - The program supports basic and applied research and technological development, targeting specific needs of the society and industry.
  • Strategy - The program responds to specific problems defined through the Smart Specialization Strategy (RIS3) and other strategies adopted by the Serbian Government.
  • People - The program is intended for the development of human resources by financing research, development of laboratories, international cooperation, and more.
  • Ideas - The program provides funding for development projects that are based on excellent ideas through on-going open calls.
  • Infrastructure - The program supports development, construction, maintenance and improvement of institutions and laboratories in accordance with the strategies of the Republic of Serbia.
  • Cooperation - The program supports international cooperation and engagement of individuals, teams and institutions in relevant international projects (H2020 and others).
  • Innovation - The program supports cooperation with industry and implementation of research. It is carried out in cooperation with the Innovation Fund and industry representatives.
  • Promotion - The program supports promotion of science, technological development and innovation, to raise public awareness of the significance of the science.
  • Publications - The program supports development of national publications with international reputation or publications of strategic interest for the Republic of Serbia.
  • Creativity - The program supports ideas for culture and creativity that are based on scientific concepts, methods and materials.
  • Other - Other relevant programs with small budgets that are proposed by the Scientific Council of the Fund in accordance with the current needs.

Currently Active Programs

The Science Fund of the Republic of Serbia has launched an open call for project funding under the Program for Excellence Projects by Young Researchers - PROMIS.[5] This is a pilot program for excellent projects of young researchers at an early stage in their careers. The objectives of the Program are: involvement of outstanding young researchers in scientific research, strengthening the professional capacities of young researchers at an early stage of careers, training young PhDs in project management, training young researchers to apply for other research and development projects at national and international level, especially in European Union, creation of new project teams, support of excellent ideas and support of scientific and research work that will positively influence society and economy.

The Bodies of the Science Fund

The bodies of the Science Fund are: Director, Supervisory Board, Management Board, and Scientific Council of the Fund.

Project Evaluation is done in two levels. The first level of evaluation is carried out by international peer reviewers through independent reviews, while the second level is conducted by the corresponding Program Evaluation Committee. The evaluation of the projects is carried out according to the procedure defined by the appropriate Acts of the Science Fund of the Republic of Serbia, in accordance with the criteria defined in the Program. Project financing is implemented in a manner that ensures competitiveness, quality, practical value, transparency and functionality of results. Programs of the Science Fund support professional development of researchers, integration into international scientific and technological projects and cooperation with the scientific diaspora and industry. The Science Fund of Republic of Serbia will bring many new and innovative approaches to the process of financing scientific projects, with healthy competition based on scientific results, as well as practical possibilities for implementation, not only in the industry, but also in everyday life and work. The financing by the Science Fund will complement the institutional funding, which will be provided directly by the Ministry of Education, Science, and Technological Development, and which will ensure stability of operation of scientific institutions and researchers.
