Establishment of EED was proposed by the Polish Presidency of the European Council.[2][3][4] The organisation considers its foundation to be a symbol of European solidarity with the democratic aspirations of the peoples of the EU neighbourhood.[5] Budget of EED is based on contribution of 23 European countries and European Commission.[6]

The Board of Governors is chaired by David McAllister - Member of the European Parliament, and consists of 43 members: representatives of the 27 EU member states, UK, Norway, the European External Action Service, a representative designated by the European Commission, nine Members of the European Parliament, and three members elected to represent European civil society.[7]
