Johanne Bélisle (born in Montreal, Quebec)[1] is a former Canadian government official who served as the Commissioner of Patents, Registrar of Trademarks and Chief Executive Officer of the Canadian Intellectual Property Office (CIPO). She was appointed by Minister of Industry James Moore on June 26, 2015 and assumed office on September 8, 2015.[2] Her term ended on August 31, 2020.[3]

Personal life and education

Bélisle was born in Montreal.[1] She received a Bachelor of Journalism degree with Honours from Carleton University, a certificate in public relations from Université Laval, and a Master of Business Administration degree from the University of Ottawa.[1][2] Bélisle has three children and two grandchildren.[1]

Bélisle began her career in the Canadian federal government's Accelerated Executive Development Program from 1997 to 2003.[1] She held different high-level roles at several organizations, including Social Development Canada, Human Resources and Skills Development Canada, Canadian Heritage, and the Department of Finance from 2003 to 2007.[1]

Immediately prior to joining CIPO, Bélisle was the Assistant Deputy Minister (ADM) for the Quebec Region at Service Canada (a program of Employment and Social Development Canada) from 2013 to 2015.[1][2] She was also appointed as the ADM of Human Resources at Agriculture and Agri-Food Canada from 2011 to 2013 and as the ADM (Corporate Services, Policy and Communications, and Acquisitions) at Public Works and Government Services Canada from 2007 to 2011.[1][2]

At CIPO, Bélisle oversaw the implementation of the Hague Agreement for industrial designs; the Madrid Protocol, Singapore Treaty, and Nice Agreement for trademarks; and the Patent Law Treaty for patents.[3][4]
