The Organizing Committee announced on 4 April 2014 that visually impaired judo will be included as a medal event. This will make the European Games the first continental games to "fully integrate" a Para-sport discipline into its sports programme.[1]
It was announced on 21 February 2015 that the Judo competition in Baku would be held as that year's European Judo Championships. It is still to be announced whether this integration would lead to changes in qualification criteria and numbers.
Qualification
Qualification will be based on the IJF world ranking list. In addition, 10 'Universality' places will be allocated in the individual competition to ensure a spread of nations can compete.
For the teams event the top 6 teams in rankings will qualify, plus 1 team allocation for Azerbaijan and 1 Universality place. If Azerbaijan already qualifies then a second Universality place will be allocated.[2]
For the visually impaired events, the International Blind Sports Federation (IBSA) will decide who is eligible to compete.[1]
