In 1994 he obtained a bachelor's degree from the University of Bucharest. In 1997 he joined the foreign service. Till August 2017 he was employed in Jakarta, Brunei Darussalam and the EU mission to ASEAN. He speaks Thai, Indonesian, French an d Chinese. From 2003 to 2006 he was visiting Professor at the University of Bucarest and the Diplomatic Academy of Romania.[5]
