Life and career

Born in Pittsburgh, he earned a Bachelor of Arts from the University of Pittsburgh in 1971 and a Juris Doctor from Duquesne University in 1975. From 1975 to 1979, he served as Deputy Attorney General of Pennsylvania. Baer was elected judge in the Allegheny County Court of Common Pleas and was retained for a second ten-year term in 1999. He was elected to the Pennsylvania Supreme Court in 2003.[2]
