Minnesota Department of Management and Budget

The Minnesota Management and Budget agency, officially the Department of Management and Budget, but also called MMB, is a state cabinet level agency responsible for coordinating the state finances, accounting and budgeting processes.[2] The agency was created by an act of the legislature in 1939 as a result of splitting out specific responsibilities from the Minnesota Department of Administration.

Role and Functions

The agency coordinates accounting from all other state agencies and public related entities that are required to report data.[3] It runs and administers the statewide financial reporting system called SWIFT. It uses this information along with economic trends from the state economist to provide an overall operating budget for the state. These are written into reports that are frequently cited in the public.[4][5]

It also works with other agencies to provide human resources coordination. In particular it works with the bargaining units across agencies and defines the civil classification system.[6] The core functions include providing training and leadership development for other state agencies as well.
