Biography
Born in 1980 in Baku, Sahil Babayev received a bachelor's degree (2000) and a master’s degree (2002) with honors in international law and international relations from Baku State University. In 2010 he received a PhD in law from the same university.
Career
From 1999 to 2006, he worked as a senior specialist and head of department at Foreign Investments Department of the State Oil Company of the Republic of Azerbaijan (SOCAR). Mr. Babayev participated in preparation of Production Sharing Agreements as well as natural gas sales agreements and oil and gas midstream contracts.
From 2006 to 2009 he worked as an assistant to Deputy Chairman of the Milli Maclis (The Parliament) of the Republic of Azerbaijan and was the coordinator of the Azerbaijan-EU Interparliamentary Cooperation Committee and the Committee for Natural Resources, Energy and Environment.
From 2009, he served as the Head of Foreign Investments and Aid Coordination Department of the Ministry of Economy[2] and from 2011 he worked as the head of Department for Cooperation with International Organizations.
From 2009 to 2014 he was the chairman of the Supervisory Board of "Tamiz Shahar" JSC,[3] co-chair of the EU-Azerbaijan subcommittee on trade and economy, head of Program Management Office for EU Assistance Instruments, and member of the Board of Directors of "SOCAR Turkey Aegean" Oil Refinery (STAR project)
He was a lecturer at the International Law Department of Baku State University and Azerbaijan Diplomatic Academy, participated in various trainings and courses in international law and contract law in England, France and other countries.
He is the author of dissertation and monographies on international oil contracts, Production Sharing Agreements, international legal process and international legal proceedings.
On March 13, 2014 he was appointed Deputy Minister of Economy and Industry, on January 30, 2016 Deputy Minister of Economy.
During his tenure as the Deputy Minister he supervised foreign economic policy and trade representations, "AZPROMO" Export and Investment Promotion Foundation, the Coordinating Council on Transit Freight, "Southern Gas Corridor" project, served as the chairman of the Supervisory Board of "Azergold" CJSC, a member of the Boards of Directors of "International Bank of Azerbaijan" and "SOCAR Turkey Aegean" Oil Refinery (STAR) project.
He also was the co-chair of intergovernmental commissions with Germany, Czech Republic, Slovenia, Argentina and Brazil, the Azerbaijan-Iran Working Group on financing the Rasht-Astara section of the North-South Corridor, and a member of Intergovernmental Commissions with 19 countries.
He was appointed Minister of Labour and Social Protection of Population of the Republic of Azerbaijan by the Decree of the President of the Republic of Azerbaijan dated April 21, 2018.
He is the co-chair of intergovernmental commissions with Romania, Montenegro, Serbia and Hungry the State Examination Commission on "Commercial Law" at the Law Faculty of the Baku State University.

He is a reserve military officer.
He is married and has 2 children.
