For the 2019–2020 legislative session, Packard served on the Transportation and Rules Committees. In previous legislative sessions, Packard also served in the Legislative Administration Committee and was previously the chair of the Transportation committee.

Packard endorsed Chris Christie in the 2016 Republican Party presidential primaries.[3]

After the death of newly-elected speaker Dick Hinch on December 10, 2020, Packard told news sources that Hinch had cold-like symptoms that were not COVID-19-related.[4] It was later found that Hinch had indeed died of COVID-19.[5]
