In 1987 'free teaching' was implemented at the Institution, and in 1991 it gained autonomy from the State. Since the 2005 admission exam, UEL adopted an official system of quotas for black students of various educational backgrounds, as well as quotas for applicants of any race originating from public schools, in order to better address social and minority support policies. It is located in the Municipality of Londrina, second largest city in the state and fourth largest in the southern region of the country.
