During Marley’s expansionist phase, it is engaged in a four-year war against the Mid-East Allied Forces and is attempting to conquer Paradis Island. Eldian soldiers are being used as cannon fodder to attack Fort Slava, including Falco, one of the young Eldian warrior-candidate soldiers, along with his older brother Colt. Colt proposes to General Theo Magath that they use the power of the Warrior Titans, but he refuses due to the Allied Forces having an armored train, along with cannons capable of destroying Titans. Gabi, a promising candidate to be the Armored Titan and Reiner's younger cousin, manages to approach the train while appearing unarmed and disables it with hand grenades. This allows Pieck's Cart Titan, Galliard's Jaw Titan, and Reiner's Armored Titan to attack the fort. From an airship above Fort Slava, Eldian humans are transformed into Pure Titans by Zeke and are dropped down rashly, causing destruction and mayhem. Zeke then transforms into the Beast Titan and throws ammunition towards the ships of the Allied Forces, sinking the fleet. The Marleyans capture the fort and win the war with a heavy sacrifice by the Eldians, however the existence of weapons capable of injuring even the Warrior Titans causes Marley to realize that they need the power of the Founding Titan more than ever. Note: Due to the COVID-19 pandemic, Funimation added a disclaimer at the beginning of each episode stating that the English dub voice actors were able to record their lines from the safety of their homes. This disclaimer is played weekly before the English dub broadcast.

At a Marley military strategy meeting, the generals express concern that the usefulness of the Titans is being overtaken by the armaments of the enemy nations. Zeke, who is also present, proposes to use his last year of life to attack Paradis Island and retake the Founding Titan, thus buying time for the reconstruction of Marley's military. On a train back to their homes in the city of Liberio, the surviving Eldian soldiers praise Gabi for her courage, while Reiner secretly encourages Falco to become the Armored Titan himself instead of Gabi. Cousins Gabi and Reiner arrive home and reunite with their family, while Falco supports a pair of returning Eldian soldiers traumatized by the war. Zeke believes that the independent Eldians on Paradis are preventing local Eldians from integrating with Marleyan society. The next day, Zeke informs the other Titan Warriors of his plan to use the Tybur noble family and their War Hammer Titan to announce an offensive against Paradis. The Tybur Family is influential because of their success in driving King Fritz into exile, so he proposes that the Tyburs publicly announce their involvement during a festival in Liberio where dignitaries from various other countries will be present.

Reclining on his bed, Reiner thinks about his past and a conversation he had with his mother on the curse of being an Eldian. He and his mother were abandoned by his Marleyan father, leading to the beginning of his quest to become an honorary Marleyan. He entered the military training program where selected trainees were chosen to become Titans; Annie Leonhart as the Female, Marcel Galliard as the Jaw, Zeke Jaeger as the Beast, Pieck Finger as the Cart and Bertolt Hoover as the Colossus. Porco Galliard was devastated when Reiner was chosen to be the Armored Titan, but Marcel had sabotaged Porco's chances for selection to spare his brother from the dangers of battle. General Magath sent Annie, Bertolt, Reiner, and Marcel on a mission to reclaim the Founding Titan on Paradis, but on arrival, Ymir, in the form of a Pure Titan, emerged from the ground and devoured Marcel. Annie and Bertolt wanted to abort the mission, but Reiner convinced them to proceed, leading to the breaching of Wall Maria. Following the mission, they reverted to their human forms and joined the Training Corps on Paradis. Emerging from recollections of his past, Reiner contemplates suicide, but reconsiders because of his role as a mentor to Falco and the other warrior cadets. Meanwhile, Falco engages in conversation with a wounded Eldian soldier who has lost a leg and an eye, but admits to faking trauma-induced amnesia to avoid being sent back home.

Kruger, the wounded Eldian soldier, asks Falco to post letters for him from outside the internment zone to avoid interception. Willy, head of the Tybur family who possess the War Hammer Titan, meets with Commander Theo Magath near the statue of Helos, the renowned Marleyan who saved them from Titans. Magath is considering introducing conscription to lift the Marleyans out of their complacency and thirst for expansion and self-destructive wars. They form an alliance to stop the warmongering and restore the balance between Eldia and Marley, however the planning for an all-out offensive against Paradis continues. Back at the hospital, the patient Mr. Jaeger, Grisha's father, approaches Kruger and asks him to avoid using Falco for his schemes before he is removed for creating a disturbance. At the evening dinner party before the festival, the Eldian trainees perform duties as waiters, but are rudely disparaged by the Marley elite. Willy uses his diplomatic skills to smooth tensions and invites the international dignitaries to a theatrical play to be performed after the festival in the Libero Internment Zone. At the festival, everyone enjoys food from other nations and the trainees are in high spirits. That night during the post-credits, Falco takes Reiner to a secret basement location where he meets Kruger. Much to his shock, Reiner immediately recognizes him as Eren Jaeger, who coldly greets Reiner, saying that four years have passed since they last saw each other.

Willy begins his theatrical presentation to the local and international audience while Eren and Reiner listen in a basement below the stage with Falco. Willy tells the well-known story of Marley's hero Helos, who formed an alliance with the Tybur family to defeat the Eldian King Fritz. However, he reveals Fritz and the Tybur family fabricated the myth themselves. King Fritz actually wanted peace and willingly went to Paradis Island with the remaining Eldians, vowing to renounce war. His ideology was passed through his bloodline, which kept his successors bound to his desire for peace while vowing to release the Wall Titans if the peace is shattered by Marley. Meanwhile, Pieck and Porco are sent down a trap door by a Marley soldier which drops them into a small, stone-walled cellar which effectively prevents them from transforming into Titans. The Panzer Unit is sent to look for them. Back in the basement, Eren reminds Reiner of their past as adversaries. Eren explains that since his arrival in Marley, he has realized that the two of them are alike, but with contrasting beliefs due to their different upbringings. They hear Willy announce above them that Eren is a threat to world peace as he is not of the Fritz family after gaining the abilities of the Founding Titan. Just as Willy declares war on Paradis, Eren transforms into the Attack Titan and bursts out of the basement, throwing Willy into the air and positions himself to consume the figurehead of the Tybur family.

In a flashback prior to the Declaration of War, Willy farewells his family and discusses with General Magath the high probability of a deadly attack at the ceremony, but Willy is prepared to become a martyr in support of his cause. In the present, the Attack Titan devours Willy and continues its rampage, causing mass fatalities including the candidates Zofia and Udo. Willy's sister Lara Tybur transforms into the War Hammer Titan, but is immediately assaulted by the Attack Titan. Lara overpowers him using her Titan hardening ability to create destructive weapons while Magath orders armor-piercing shells fired at the Attack Titan. Meanwhile, Pieck and Porco are rescued by the Panzer Unit just as the Survey Corps commence an assault overhead. The War Hammer Titan forces Eren from the body of his Titan. Just as the War Hammer prepares to kill him, Mikasa attacks the nape of its neck with thunder spears. However, the War Hammer regenerates and Eren realizes that Lara's body is underground, connected by a long white tendril. He transforms into the Attack Titan again and severs the cord, preparing to devour her. Suddenly, Porco's Jaw Titan leaps onto the Attack Titan's neck and attempts to eat Eren, but Levi arrives and hacks its jaw-joint, preventing it from biting. As his Titan is attacked, Porco realizes that the human Scouts are the real devils of Paradis.

The Survey Corps surround Porco's Jaw Titan form, but they come under attack from Pieck's Cart Titan form armed with machine guns which are effective at picking them off. Zeke's Beast Titan form arrives while Marleyan soldiers surround Liberio. Falco emerges from underground, protected by a bud-like shield formed by Reiner's partial transformation. As the Survey Corps lose several soldiers, Armin arrives by boat and transforms into the Colossal Titan, destroying the Marleyan Navy. Levi uses the distraction to disable the Beast Titan, then drops a bomb on the fallen Titan's nape. Sasha kills a machine gunner of the Panzer Unit on the Cart Titan's back enabling Jean to incapacitate the Cart Titan using Thunder Spears. As the Survey Corps try to kill Pieck, Magath and other Marleyan Soldiers defend her. Meanwhile, Hange arrives overhead in an airship to recover the Survey Corps, guided by lights placed earlier in the battle. Porco launches his Jaw Titan in an attack on the airship, but Mikasa immobilizes it by cutting off its legs. Eren rips off the Jaw Titan's arms, then uses its jaws like a nutcracker to break open the crystal shell covering Lara's body and swallows her remains, gaining the powers of the War Hammer Titan. As Eren is about to eat Porco, Gabi and Falco's frantic cries for help awaken Reiner and he reluctantly emerges to confront Eren.

Eren engages in a brief battle with Reiner's Armored Titan who quickly falls allowing Mikasa to grab Eren and escape with him aboard Hange's airship. Levi arrests Eren for initiating his own mission and involving the Survey Corps in his rescue. Gabi rushes after the airship with a rifle, but is stopped by Falco who realizes their own need for revenge after the devastating Titans attack on Paradis to secure the Founding Titan. Gabi refuses to listen and kills the Survey Corps recruit Lobov, then uses his ODM gear to reach the airship with Falco. Gabi climbs aboard and shoots Sasha in the chest. Meanwhile, Pieck tells Magath that the woman who trapped them prior to the battle is a soldier named Yelena who was aboard the failed naval scout mission. Gabi and Falco are taken before Zeke, who had faked his own death and has been helping the Survey Corps believing that they can aid him in creating a new Eldian Empire. Sasha dies and Eren starts laughing after hearing her last words which were "meat". Jean reminds him that Sasha would have lived if Eren had not involved the Survey Corps in his mission.
