The party was formed by a group of politicians who left the Yabloko party, led by Vyacheslav Vladimirovich Igrunov. The political priorities were the support for science and education, the liberal values and the social protection.[2] On December 7, 2003, in the elections to the Russian legislative election, the party received 0.17% of the votes.[3]

On October 30, 2004, the party joined the coalition of the Patriotic Party of Russia. On March 21, 2005, the party signed an agreement with the Russian Party of Life.[4] On August 8, 2006, the Federal Service for State Registration, Cadastre and Cartography said that the party lacks the required number of members by the law.
