The series begins with a flashback to a hooded figure dropping a corpse into a river in the middle of the night. Some time later, Dr. Daniel Harrow investigates the case of a young woman who died in her bathroom in what is believed to be a drug-related accident. Her father believes her fiancé murdered her, and Harrow eventually discovers evidence that the man, a real estate manager, had indeed faked his fiancée's signature to offload his debt properties on her. When she found out, he killed her and made it look like an overdose. Harrow injures him so he has to have his hand x-rayed, upon which a chip of the late woman's tooth is discovered, lodged there when he forced the drugs down her throat. Sergeant Soroya Dass calls Harrow to the river, where the now largely decomposed corpse from the opening scene has been discovered. Another flashback reveals that the hooded figure who put it there was Harrow.

Dass and Harrow are called to investigate the body of a woman found in the woods and discover that she had been shot with a medieval-style crossbow. Simon begins to investigate the river bones and Harrow makes several attempts to slow his progress. Harrow visits his mentor Jack at a nursing home, asking if he's ever forged evidence. Meanwhile, Fern runs away with Callan and the two squat in empty homes. Dass and Harrow trace the arrow back to a couple, who killed the woman as part of a ritualistic hunting. The two attempt to kill Harrow but are confronted and arrested by Dass. Later that night, Harrow sneaks into the nursing home to get a DNA sample from a resident, and is caught by Jack. He takes the sample back to the lab and switches it with the vial for the river bones.

Harrow and Dass travel to North Queensland to investigate a case involving a crocodile, which was found dead with a human arm in its stomach. They find the rest of corpse's torso and learn that the man had died after being fed rat poison. They suspect one of the port's boat owners to be the culprit, but later discover that a married couple in the port had killed the victim and were posing as the owners of his boat. Harrow and Dass are invited with another investigator to a party and begin to express their feelings for each other. After returning home, Simon shows Harrow an orthopaedic plate he found from the river bones, revealing a serial number that could identify the victim.

Harrow and Dass independently research the serial number of the metal plaque Simon found in the water bones. After consulting Jack, Harrow finds the orthopaedic surgeon who implanted it and convinces his widow to let him steal the file just before Dass arrives. He later burns it. At the same time, Harrow and Dass are called to investigate the bones of a woman found in a tree. They discover she was a homeless woman looking for her missing baby boy, but the DNA test said the boy she kidnapped wasn't hers. She was still stalking the boy when she was killed, and Harrow realises she was a chimera, and the boy really was her son. Though the woman who kidnapped her child is arrested, Harrow realises it was the boy who stabbed her out of fear. Meanwhile, Harrow and Dass go on an accidental double-date with Stephanie and her new boyfriend. After Callan is suspiciously ambushed after buying drugs for sale with their money, Fern negotiates with the dealer, who gives her new drugs to sell.

Fern is selling the drugs she obtained from Billy at a party where a girl jumps out the window. Meanwhile, another woman is killed in a park. The police discover that Harrow's car was leaving the scene, after Fern stole it. A guilt-ridden Fern gives Harrow a sample of the drugs to save another girl who's in ER. When the police close in on Fern, Harrow tries to help her and discovers both cases are connected: the woman was the drug maker and was killed by Billy under the influence of her own drugs. During the case, Harrow and Dass hook up in his boat. Afterwards, Fairley calls Dass, telling that his theory, unlike Harrow's, is that the bones had been in the water less than a year. The bones are shown to belong to Stephanie's missing second husband.

Dass becomes interested in the case of Stephanie's missing second husband, a gambling-addicted ex-cop called Robert Quinn, and prevents the river bones from being cremated. Dass and Harrow are called to the case of a Danish student whose body has been found chopped in the railways. But the investigation is hindered by politics, as it concerns a Chinese businessman the government is going to sign a very important mining contract with, up to the point that two thugs kidnap Harrow and threaten Stephanie. The businessman escapes prosecution but Dass finds Quinn's car in a lake. Meanwhile, Callan's stepmother agrees to give him the house of her deceased brother to live in, but Fern doubts leaving.

Dass is taken off the case when it comes to light she's sleeping with Harrow. Maxine doesn't want Harrow to know the bones may be Robert's. Nichols investigates Robert, and visits Stephanie. Fern learns about the car from Stephanie and tells Harrow. Meanwhile, a new case arrives, a car crash with two bodies, mother and son, and Maxine orders Harrow and Fairley to share. Simon finds a 20 year-old bullet in the son's brain. With the help of an old cop, Harrow connects the son to the decades-old disappearance of a young girl, a friend of his sister. The son killed the girl, and his mother tried to kill him, but the bullet changed his personality. A few days ago the bullet moved and, as his old personality returned, he tried to kill his sister. The mother, who had terminal cancer, caused the fatal accident to protect her daughter. Meanwhile, Harrow learns Dass has a son in Melbourne. Callan leaves, but Fern stays because she still has things to solve.

Nichols discovers Quinn replaced two tyres in his car days before his disappearance. The divers find the missing skull, which is identified as Quinn's. Stephanie reaches out to Dass about a car that's stalking her house. Dass discovers Stephanie has Quinn's missing wedding band, which she tells Nichols about after he explains Stephanie is a suspect. Stephanie claims she found the ring in the mailbox, but swears she didn't kill him. She also has an alibi: she was at the hospital with a broken rib. Meanwhile, Harrow investigates the death of a gay high-school rower. Harrow and Simon discover the boy didn't fall where he was found, which leads them to the team-mate the boy had oral sex with. The team-mate's bigoted father pushed the boy against an ornamental stone fountain, causing a fatal head blow, and then forced his son to help him dispose of the body. As Maxine is considering a job offer in Geneva, Fairley starts manoeuvring for her job. After he accidentally tells Nichols about it, the detective proposes marriage to her. Harrow tells Dass about how his father hanged himself and how Jack Twine took him under his wing afterwards, gifting him an antique surgery kit. Nichols' team finds out it was Fern who slashed Quinn's tyres.

Nichols' team investigates Fern. He asks Maxine if Harrow worked on October 3rd. She sees two asterisks besides his name and asks Simon about it. Fern discovers the last number on Quinn's phone belongs to a pay phone on Harrow's harbour. Nichols tries to blackmail Callan into betraying Fern, but he instead uses his two phone calls to warn her and Harrow. Nichols' team discovers their alibi: Callan was arrested for drug possession and Fern was obtaining the money for his bail. Simon learns from QIFM's tech support the asterisks mean the server was down and Harrow told them the hours himself. Checking the pawn shop's security camera, Dass finds about the antique surgery kit Fern pawned off and Harrow recovered. Meanwhile, Jack calls Harrow because he suspects foul play in the death of a fellow nursing home resident. After he and Simon examine the body at the anatomy school, he realises the man had a SS tattoo removed. He works out he was killed by another resident, a Hungarian woman who's an Auschwitz survivor. She smothered him with a pillow because he was responsible for her sister's death. Harrow says he won't tell. While he's talking with her, Jack dies on his bed. Maxine accepts Nichols' marriage proposal.

Harrow investigates a murder-suicide when the suicide victim wakes up on the autopsy table and locks him up. He believes his late wife was misdiagnosed by the victim, a renowned haematologist, and that Harrow's autopsy covered the truth. Dass realises the kit's bone cutter may have been used on Quinn's finger. Simon asks Stephanie about her wedding ring. Dass finds Simon at Harrow's boat, and they share their suspicions about Harrow while Fern watches them. Harrow escapes. Dass finds the orthopaedic surgeon's report at the hospital, also realising Harrow stole the other. At the boat, Simon finds the cutter missing from the kit. Harrow admits he killed Quinn after he confessed sexually abusing Fern repeatedly, and then threatening to kill her mother if she told. They fought and Harrow choked him. He tells Simon to do what he must. Nichols arrests Harrow. He lets them on the boat, and they're all surprised to find the cutter inside the surgery kit. A box with Jack's things arrives at QIFM, which Maxine finds is accompanied by a letter that gives Harrow an alibi. Fairley tells Harrow Jack overdosed on oxycodone. Harrow realises Simon took the cutter from the anatomy school's set. He asks him why he risked his career and Simon says he taught him to look for the why. After realising what her father had done, Fern finds him and they cry before she leaves with Callan. Later, someone shoots Harrow whilst he's on the deck.
