Clubs

Template:J3 League map 2021 With no relegations from J2 League in 2020, the number of teams decreased for 2021. On one side, Blaublitz Akita and SC Sagamihara got promoted, with the latter being the last club from the original ones (the clubs which started the maiden season in 2014) promoted from the third division.

2020 was also the last season with U-23 teams, after two separate stints involving youth clubs in the division. First it was about the J. League U-22 Selection in 2014 and 2015, while U-23 teams were involved from 2016 to 2020. Although FC Tokyo U-23 dropped the competition before the start of the 2020 season, Cerezo Osaka U-23 and Gamba Osaka U-23 were disbanded as well at the end of such year.[1]

Last but not least, a new team joined the professional world of Japanese football, since Tegevajaro Miyazaki ended up as runners-up in the table of the JFL and got promoted.[2]

League table

It was decided on 19 March to change the format regarding the rules for promotion/relegation for the end of the season for the J1, J2 and J3 leagues,[11] such that there would be no relegation this season, that two clubs from the J2 League would be promoted to the 2021 J1 League, and that two clubs from the J3 League would be promoted to the 2021 J2 League (subject to licensing regulations).

FC Tokyo U-23's withdrawal was approved at a board meeting held on 5 June, leaving the J3 League with 18 teams.[12]
