Sanskrit vowel-marking includes:

as in ཀིཿ ⠅⠊⠸⠪ kiḥ, ཀོྃ ⠅⠕⠰⠳ koṃ.

It's not clear how conjuncts are indicated. However, the conjunct ཀྵ ⠅⠘⠐⠩ kṣa in Sanskrit loans suggests that the 45 points ⠘ conjoin two consonants.
