In 2013, Libby co-wrote tax reform legislation to establish a flat income tax and increase Maine's sales tax, but the measure failed to pass the Legislature.[3] Libby was the primary sponsor of legislation to restore consumer rate review in the individual- and small-group health insurance markets, a measure enacted by the Legislature but vetoed by Governor Paul LePage.[4]

In 2016, Libby worked with Maine Senator Eric Brakey to pass legislation that limits what welfare recipients can spend their benefits on.[5] Libby's bill banned the use of welfare cash on tobacco, liquor, gambling materials, lottery tickets, bail, firearms, vacations, adult entertainment and tattoos.[5]

In December 2018, he was elected Senate majority leader. Two years later, he was re-elected to that position.[6]

After Janet Mills kept indoor dining closed in Androscoggin County during the COVID-19 pandemic, Libby called the governor's decision "unacceptable."[7]

Libby was one of the legislative leaders shown to have benefited from the Paycheck Protection Program during the COVID-19 pandemic.[8] His employer, Community Concepts Inc., received between $1 million and $2 million during the pandemic; a few months later, Libby was named as president of Community Concepts Finance Corp., a subsidiary of Community Concepts Inc.[9]

In 2021, Libby resigned as Senate majority leader less than three months after being reelected to the position.[10]
