one-north

one-north is a subzone and business park located in Queenstown, Singapore. The park was developed by JTC Corporation for the R&D and high technology cluster, comprising biomedical sciences, infocomm technology (ICT) and media industries. Though the development was first conceptualised in the National Technology Plan 1991,[2] it was only officially launched on 4 December 2001 by former Deputy Prime Minister Tony Tan Keng Yam with the basis of creating a "global talent hub" and a knowledge-based economy.[3]

one-north, which was master planned by Zaha Hadid Architects, is located near educational and research institutes like the National University of Singapore (NUS), INSEAD, Singapore Institute of Technology (SIT) and the Singapore Science Parks. In 2012, ESSEC Business School also set up its Asian campus in one-north, for a total investment of S$40 million.[4] The district has easy access to social and recreational facilities due to the close proximity to Holland Village.

The precinct is split into 9 main developments: Biopolis, Fusionopolis, Mediapolis, Vista, LaunchPad @ one-north, Nepal Hill, Rochester Park, Wessex, and Pixel.[5]

Besides being a "science hub" as Dr Tan described one-north at the launch, another aim is to create a community where expatriates and locals can gather to live, work and relax together in one-north.[6] As such, one-north will not be a government project only, but also one where private sectors contribute to provide the social and recreational amenities for the people working and living there.

Etymology

As part of the survey, the one-north MRT Station was originally named 'Portsdown'. The options involve 'one-north', 'Portsdown' and 'Ayer Rajah'. In the end, one-north was selected in January 2006. Construction began on 12 March that year. The station was opened on 8 October 2011, along with Stages 4 and 5 of the Circle Line. The significance of the name one-north is probably from the fact that Singapore is one-degree to the north of the equator.

Biopolis

Biopolis is a biomedical R&D hub at one-north. It houses public research institutes and private research organisations.

Biopolis Phase 1 is developed by JTC Corporation (JTC) at a cost of S$500 million. Phase 1 of the Biopolis comprises a cluster of seven buildings with a built-up area of 185,000 square metres (2 million sq feet). The seven buildings are: Nanos, Genome, Helios, Chromos, Proteos, Matrix, and Centros. Phase 1 is home to more than 2,000 scientists, researchers, technicians and administrators. The research community is supported by infrastructure and services catering to biomedical R&D activities.

Phase 2 of Biopolis comprised two research buildings, Neuros and Immunos, with a built-up area of 37,000 square metres (400,000 sq ft).

Phase 3 of Biopolis broke ground in April 2008. The research facility extends basic research activities into translational and clinical research as well as medical technology research. It comprises the addition of two new buildings: Synapse and Amnios.

Phase 4 of Biopolis, which comprises the Procter & Gamble Singapore Innovation Centre, opened on 28 March 2014.

Phase 5 of Biopolis which added a new building named Nucleos was completed in 2014.

Phase 6 of Biopolis was announced on 27 November 2019. It will add 35,000 square metres of research activity space and 6,000 square metres of office and retail spaces. Phase 6 is set to be completed by mid-2022.

Fusionopolis

Occupying 30 hectares of land within one-north, Fusionopolis is envisioned to be an R&D hub for infocomm technology, media, physical sciences and engineering industries.

Fusionopolis Phase 1, developed by JTC Corporation, is the first work-live-play-learn development in one-north. Opened on 17 October 2008, it houses public agencies such as A*STAR and Enterprise Singapore as well as private companies to foster collaborations across industries, research institutes and businesses. It consists of three new buildings: Connexis South, Connexis North, and Symbiosis.

Fusionopolis Phase 2A is a 103,600 square metre business park and R&D space which opened on 19 October 2015. Phase 2A houses dry and wet laboratories, clean rooms and vibration sensitive test-bedding facilities. It consists of three new buildings: Innovis, Kinesis, and Synthesis.

Fusionopolis Phase 2B is a 50,000-square metre development named Solaris developed by a private developer which will provide business park and laboratory space to house agencies and companies that would form collaborations with those from Phases 1 and 2A.

Fusionopolis Phase 3 which was completed in September 2013, added two new towers named Nexus@one-north. The complex caters to businesses in the media and physical science and engineering industries.

Fusionopolis Phase 4 added a new building named the Sandcrawler which houses the regional headquarters of Disney Singapore. It officially opened on 16 January 2014.

Fusionopolis Phase 5 added a 17-storey office tower and a 5-storey office block. The complex is named Galaxis and was completed in end-2014.

Mediapolis

A 19-hectare hub created for the infocomm, media, physical sciences and engineering sectors, Mediapolis plays a vital role in Singapore's infocomm and media ecosystem.[7] When fully completed, the hub will house a media ecosystem housing soundstages with green screen capabilities, digital production and broadcasting facilities, facilities for interactive digital media and R&D activities, facilities for computer-generated imagery and visual effects, post-production facilities, games and animation facilities, digital media schools, business parks, work lofts and incubators, and intellectual property creation and digital rights management.[8]

Opened on 15 January 2014, Infinite Studios is a 1.2-hectare soundstage facility and is Singapore's first such facility.[8][9]

On 8 December 2015,[10] Mediacorp moved from the old Mediacorp Caldecott Broadcasting Centre to the new 800,000 square feet 12-storey Mediacorp Campus, which is branded as an architectural landmark in Mediapolis.[11]

Right in the heart of Mediapolis, ALICE@MEDIAPOLIS is a business park created for startups and as a base for established organisations. It offers startup spaces, shared media facilities, flexible work-live-play-learn spaces, a childcare centre, and retail outlets.[12] The Deliveroo Food Market is also housed in the building, featuring 10 kitchens and a 40-seater dining space, all based on a fully automated ordering system.[13]

Vista

As the corporate and business support cluster of the one-north precinct, Vista houses high-rise offices, business hotels, retail-cum-entertainment centres, and residential developments. It is the close to the Buona Vista MRT Station.[14]

Metropolis

Completed in the third quarter of 2013, Metropolis is a pair of Grade A office towers (23 storeys and 21 storeys), offering a total of 110,000 square metre of office space. It currently houses multinational corporations such as Shell and P&G.[15][16]

The Star

The Star is a 15-storey mixed use complex integrating a performing arts centre known as The Star Performing Arts Centre and a shopping mall known as The Star Vista.[17] It is located near Buona Vista MRT station.

The Star Vista

The Star Vista is a shopping mall occupying the bottom six floors of The Star, four of which are basement levels (1 floor of retail and 3 floors of car parks). The mall is developed by CapitaLand Malls.[18]

The Star Performing Arts Centre

The Star Performing Arts Centre, also known as The Star PAC, is a 38,000 square-metre performing arts center located in the top nine floors of The Star (levels 3 to 11). It was completed in Oct 2012 and officially opened on 1 November 2012, with an inaugural concert by David Foster.[19] It is designed by Andrew Bromberg of Aedas Architects, and is owned by the business arm of New Creation Church,[17] which makes this their main worship venue.

The Star PAC is a 5,142-seat performance venue. Aside from the main indoor concert hall, it also features a 770-seat function hall, an outdoor 300-seat amphitheatre, multipurpose rooms and a roof-top reception area.[20]

GSK Asia House

Housing the regional headquarters for GlaxoSmithKline's Pharmaceutical, Vaccines and Consumer Healthcare businesses in the Asia region, GSK Asia House is a 14,000 square metre, 8-storey building, that has a capacity of up to 1,000 employees.[16][37]

Ministry of Education (MOE) Headquarters

The headquarters of the Ministry of Education (MOE) is located in this area, adjacent to the Metropolis.[16]

JTC LaunchPad @ one-north

Block 71 Ayer Rajah Crescent, a decades-old flatted factory within Ayer Rajah Industrial Estate, was repurposed in 2010 by the Media Development Authority to be part of one-north. Externally, as the oldest building in one-north, it lacks architectural consistency with the rest of the development. Internally, however, it is one of Singapore's high-tech hubs, with dozens of digital startups and VC funds sited directly across the street from Fusionopolis and the one-north MRT Station.

In March 2014 the landlord announced that the cluster of flatted factories would be expanded to JTC LaunchPad @ one-north, a start-up cluster[38] also comprising Block 79 (previously the JVC building) and Block 73 (new modular temporary construction).

The start-up cluster hosts the Action Community for Entrepreneurship's International Centre (ACEIC) which helps Singapore start-ups expand overseas by providing resources, advice and access to new networks and markets.[39]

Nepal Hill

Envisioned as a global centre for leadership training and talent development, Nepal Hill will house business schools, corporate universities, and professional service companies.[40] Other than colonial bungalows, the area currently comprises ESSEC Business School and Unilever Four Acres Campus.[41][42] Co-living property by The Ascott Limited, lyf one-north Singapore, will also be within the compound within completed in 2021. The property will offer 324 units.[43]

Rochester Park

Launched in early 2006, Rochester Park, a part of one-north, is a heritage site located off North Buona Vista Road, featuring several double-storey black-and-white colonial bungalows, a symbol of Singapore's colonial past.

The estate has a long history with the 40 black-and-white bungalows built in the 1940s to accommodate the British military soldiers stationed at Pasir Panjang Military Complex and their families.[44] After the British military pulled out of Singapore in late 1971, the bungalows were handed over to the Singapore government who rented them out mainly to non-Singaporeans.[44]

Rochester Mall

To provide cultural and recreational facilities for the people in one-north in the present day, Rochester Park has been revitalised into a dining and lifestyle retail hub known as the Rochester Mall.[45] The old black-and-white colonial bungalows in Rochester Park have been preserved under the Urban Redevelopment Authority's conservation guidelines and are now leased to over 30 food and beverage and lifestyle retail tenants.

Rochester Commons

Currently under construction by CapitaLand, Rochester Commons is a 17-storey mixed-use tower housing a 5,000 square metre shared executive learning centre, a 135-room business hotel named Citadines Connect Rochester Singapore, offices, a sky garden, and an amenities deck. The development will be seamlessly connected with the surrounding greenery and 12 heritage bungalows, with 5 bungalows being restored and repurposed as F&B and retail establishments, by a 'Knowledge Trail' on an elevated pedestrian deck.[46]

Rochester Park 11

Rochester Park 11 has 11 colonial bungalows turned into a dining and lifestyle retail hub consisting of restaurants, galleries, and spas.[47] Nine units are taken up by restaurants and bars and a holistic healthcare centre.

Rochester Park 20

Rochester Park 20 is still in the midst of development but has set aside 20 of the colonial bungalows to become a serviced villa resort with retail facilities.[48]

Wessex

A large area off Portsdown Road, Wessex is a dominantly residential area within one-north. Built in the 1940s, the colonial style residential estate comprises 26 blocks of walk-up apartments and 58 semi-detached houses. Residences in the estate are given priority for those working in the one-north region.[49]

An international school, Tanglin Trust School, is located in the area to provide British-based education to the international community in Singapore.[16]

Pixel

A 5,000 square metre facility, Pixel primarily caters to the digital media sector, serving as a resource centre and focal point for content creators, owners, and game developers, to foster cross sector collaborations in content creation, delivery, and communication.[50][16]

Parks

one-north Park

one-north Park is a community park that is situated in the northern zone of one-north, near the Ministry of Education (MOE) at Buona Vista.[51]

one-north Park, totalling 16 hectares in land area, is a key component of the one-north Master Plan. It runs through the entire length of one-north, forming a continuous and linear green spine. The lush greenery and scenic landscape create an interesting contrast against the architecture of the buildings in the area.

The entire one-north Park consists of 13 land parcels. The land parcel adjacent to Biopolis (P5) is one of the larger sections being developed and has been open to the public since October 2005. Last phase of development completed in 2017.[52]

The park today serves as crucial relief space to the communities in the one-north area. It is also a meeting point for informal gatherings and events, thus promoting greater interaction and networking among the talents in one-north. The park also gives a unique visual identity to the area and acts as a green connector, linking the various developments in one-north.

One-North Eden

One-North Eden is the new launch mix development located along one-north Gateway and Slim Barracks Rise, situated beside One-North Residences. Launched under the Urban Redevelopment Authority Government Land Sale, the land parcel attracted 9 bidders when the tender closed. TID Residential, a joint venture between Hong Leong Holdings and Mitsui Fudosan Co. submitted the top offer of $155.7 million or $1,001 psf ppr.
