January–February 2020

On 24 January, the first testing systems were developed and deployed to laboratories around the country.[3]

On 31 January, two cases were confirmed, one in Tyumen, another in Chita, Zabaykalsky Krai. Both were Chinese nationals, who have since recovered.[4][5]

On 23 February, eight Russians from the cruise ship Diamond Princess were evacuated to Kazan, Tatarstan where they were hospitalised, including three confirmed cases.[6] These cases were listed as occurring on international conveyance and not included in official Russian statistics by Rospotrebnadzor. These eight people, including the three patients who recovered, were discharged from hospital on 8 March.[7]

Some of Russia's citizens abroad have been confirmed to be infected, on 28 February a Russian man tested positive in Azerbaijan after he had visited Iran. While some days later the Health ministry of the UAE announced that two Russians got the virus in the United Arab Emirates.[8]

On 1 March, a woman escaped from the hospital in Sevastopol before being tested for the virus. She fled to Rostov-on-Don and is on the wanted list.[9][10]

On 2 March, the first case of coronavirus in Moscow was confirmed.[11][10] The patient was a young man who fell ill on 21 February while on holiday in Italy, and returned to Russia on 23 February, staying at his house in Moscow Oblast.[11] He showed up with symptoms at a clinic on 27 February, and was then hospitalised in Moscow.[11] He was reported to be recovered on 6 March.[12]

On 5 March, the first case of coronavirus in Saint Petersburg was confirmed. The patient was an Italian student who returned to Russia from Italy on 29 February, was hospitalised on 2 March and recovered on 13 March.[10][13]

On 6 March, six more cases were confirmed, with five of them being in Moscow and one of them being in Nizhny Novgorod. All of them were reported to be linked to Italy.[10]

On 7 March, four cases were confirmed, three in Lipetsk and one in Saint Petersburg. All of them had returned from Italy.[10]

On 8 March, three new cases in Belgorod, Moscow and Kaliningrad oblasts were confirmed, all of them had returned from Italy.[10]

On 9 March, three cases in Moscow were confirmed, all of them coming from Italy.[10]

On 11 March, eight new cases were confirmed, six in Moscow and two in Moscow Oblast, all were people coming from Italy.[10]

On 12 March, six cases were confirmed, including four in Moscow, one in Kaliningrad Oblast and the first case in Krasnodar Krai.[10] On the same day, two tourists who arrived from Moscow on 3 March were diagnosed with the disease in Israel.[14]

On 13 March, 11 new cases were confirmed: five in Moscow, three in St. Petersburg, one in Leningrad Oblast, Moscow Oblast, and Perm Krai. All of the patients came from Italy, France, or Austria, except for one who got infected locally.[10]

On 14 March, first two cases in Kemerovo Oblast were confirmed. Also, there were nine new cases in Moscow, one in Moscow Oblast, Saint Petersburg and Kaliningrad Oblast each.[10]

On 15 March, four new cases were confirmed, including three in Moscow region and one in Tyumen. The patients had recently visited Spain, Italy, France and Switzerland.[10]

On 16 March, 30 new cases were confirmed, bringing the total number of cases to 93. Deputy Prime Minister Tatyana Golikova announced that 7 cases were from contact with other patients while the other 86 were imported.[15] 3 new cases were in Samara Oblast for the first time, with the first cases in Kirov Oblast and Komi Republic.[10]

On 17 March, 21 more cases were confirmed; four in Moscow, two in Samara Oblast, Kaliningrad Oblast, Tver Oblast, one in Moscow Oblast, Krasnoyarsk Krai, Tambov Oblast, Kaluga Oblast, Nizhny Novgorod Oblast, Penza Oblast, Tatarstan, Khakassia, Sverdlovsk Oblast, Arkhangelsk Oblast, Yaroslavl Oblast.[10]

On 18 March, 33 new cases were confirmed including 31 in Moscow, one new case in Novosibirsk Oblast and Tomsk Oblast each.[10]

On 19 March, the first death of a patient with confirmed COVID-19 was reported in Moscow. A 79-year-old woman was first hospitalised on 13 March and transferred to a private clinic the next day. Upon confirmation of COVID-19 she was transferred to an intensive care ward in Moscow Infectious Hospital #2. She also suffered from type 2 diabetes, hypertension, coronary artery disease (and underwent coronary stenting), coronary and aortic atherosclerosis, chronic pulmonary hypertension, kidney stone disease, and cerebrovascular disease.[16][17] However, pulmonary embolism was identified as the direct cause of her death,[18] she had no pathological changes in lungs,[19] and her death was not officially counted as caused by coronavirus.[10][20] The victim was identified in the media as Valentina Zubareva, professor at the Gubkin University, she had contracted the disease in Russia.[21] 52 new cases were also confirmed in 23 regions including first cases in Chuvashia, Yakutia, Khabarovsk Krai, Ivanovo, Murmansk, Orenburg, Ryazan, Saratov, Tula, Voronezh oblasts, and Khanty-Mansi Autonomous Okrug, bringing the total number to 199.[22][10]

On 20 March, 54 new cases were confirmed, including 33 in Moscow, 6 in Yakutia, 4 in Saint Petersburg, 4 in Samara Oblast, 2 in Kirov Oblast, 2 in Novosibirsk Oblast, 1 in Moscow Oblast, 1 in Tyumen Oblast, and the first case in Ulyanovsk Oblast.[10]

On 21 March, 53 new cases were confirmed in 18 federal subjects, including first cases in Kabardino-Balkaria (2 cases), Stavropol Krai, Chelyabinsk Oblast, Kurgan Oblast, and disputed Republic of Crimea (1 case each).[10]

On 22 March, 61 new cases were confirmed, including 54 in Moscow, 2 in Kirov Oblast, 1 case in Arkhangelsk Oblast, first cases in Udmurtia (2 cases), Bryansk Oblast, and Novgorod Oblast (1 case each).[10]

On 23 March, 71 new cases were confirmed, all of them in Moscow.[10]

On 24 March, 57 new cases were confirmed, including first cases in Primorsky Krai, Oryol Oblast, the Chechen Republic, Volgograd Oblast and Bashkortostan.[10]

On 25 March, 163 new cases were confirmed, 120 of them in Moscow, with first cases in Pskov Oblast and Rostov Oblast.[10] 2 deaths were also later reported and confirmed in Moscow. The patients were 73 and 88 years old and had been tested positive for the coronavirus.[23]

On 26 March, 182 new cases were confirmed, 136 of them in Moscow, with first cases in Buryatia.[10] According to a source in the hospital and an official report to the prosecutor office, an 83-year-old woman (a patient of a surgeon who got sick earlier, see 31 March) died in Syktyvkar of COVID-19, the death was covered up by the local authorities and not included in the official count.[24][25] An official working under the chief of staff of the prime minister also tested positive for the coronavirus that day.[26] The government also ordered the civil aviation authority to suspend all regular and charter flights to and from the country from 27 March.[27]

On 27 March, 196 new cases were confirmed, 157 of them in Moscow, bringing the total number of confirmed cases to 1,036. The first cases in Mordovia and Dagestan were confirmed. An additional death in Moscow, a 70-year-old woman with pre-existing conditions who tested positive for coronavirus, was also confirmed.[10] On the same day, the Kremlin confirmed that an employee of the presidential administration tested positive for the coronavirus, saying that the official had no contact with the president.[28] Russian singer Lev Leshchenko was also confirmed to have tested positive for the virus.[29] Later in the day, the 4th death was reported, a 56-year-old woman with one lung due to cancer, also in Moscow.[30]

On 28 March, the fifth patient died in Orenburg, the first death outside of Moscow. The 57-year-old man from Buzuluk, Orenburg Oblast had travelled in France, Spain and Turkey in March. He had a chronic pathology.[31] 228 new cases were confirmed, 114 of them in Moscow, bringing the total number of cases to 1,264. First cases were confirmed in Adygea, Kostroma, Sakhalin and Smolensk oblasts.[10] Later that day, two deaths were reported in Saint Petersburg and Moscow.[32][33] That day, the government announced that the border would be shut on 30 March, with all border crossings closed in order to curb the virus. International flights were already grounded.[34]

On 29 March, 270 new cases were confirmed, 197 of them in Moscow, bringing the total number in the city to 1,014 and in the country to 1,534. Mayor of Moscow Sergey Sobyanin later in the day announced that the city would be on lockdown starting the next day.[35] Irkutsk Oblast, Amur Oblast and Omsk Oblast all had their first confirmed cases. The total number of confirmed deaths reached 8.[10]

On 30 March, 302 new cases were confirmed, including 212 in Moscow, bringing the total number to 1,836. The first cases were found in Kalmykia, Mari El, Altai Krai, Vladimir Oblast, and Vologda Oblast. The number of deaths rose to 9.[10] Lockdowns were also announced in numerous other federal subjects, with many more announcing similar restrictions over the next few days.[36]

On 31 March, 500 new cases were confirmed, 387 of them in Moscow and 48 of them in St. Petersburg, bringing the total number of confirmed cases to 2,337 in the 7th consecutive one-day record. First cases in Magadan Oblast and Astrakhan Oblast were confirmed that day. The number of confirmed deaths almost doubled from 9 the previous day to 17.[10] The medical director of Moscow's main coronavirus hospital in Kommunarka, Denis Protsenko, was also reported to have tested positive for the coronavirus.[37] A 61-year-old female, manager of the Syktyvkar hospital, which became a focus of the disease after a surgeon got sick on 16 March, died of COVID-19, but again, as with the death of a patient of the hospital surgical department on 26 March (see above), the death was not included in the official statistic even despite the pathology lab officially confirmed the diagnosis to the local media.[38][39]

April 2020

On 1 April, 440 new cases were confirmed, with 267 of them in Moscow, bringing the total number of confirmed cases to 2,777. The first cases were confirmed in Kursk Oblast and North Ossetia. The number of confirmed deaths rose by 7 to 24.[10] President Putin also signed legislation imposing severe punishments for those convicted of spreading false information about the coronavirus and breaking quarantine rules.[40] Kremlin spokesman Dmitry Peskov told reporters that President Putin is practising social-distancing and holding meetings remotely.[41] It was also reported by Kommersant that several regions had limited the sales of alcohol, including Khakassia, Karelia and Bashkortostan, with some areas in Yakutia including Yakutsk completely banning the sale of alcohol.[42]

On 2 April, 771 new cases were confirmed, bringing the total number of confirmed cases to 3,548. The number of confirmed deaths rose by 8 to 30.[10]

On 3 April, 601 new cases were confirmed, including the first cases in Ingushetia and the Jewish Autonomous Oblast, bringing the total number of confirmed cases to 4,149. The number of confirmed deaths rose by 4 to 34.[10]

On 4 April, 582 new cases were confirmed, bringing the total to 4,731, with the number of confirmed deaths reaching 43.[10]

On 5 April, 658 new cases were confirmed, bringing the total to 5,389, with the first two cases being confirmed in Kamchatka Krai. Confirmed deaths rose to 45.[10]

On 6 April, 954 new cases were confirmed, bringing the total to 6,343, with the first two cases being confirmed in the Republic of Karelia. Confirmed deaths rose to 47.[10]

On 7 April, 1,154 new cases were confirmed, bringing the total to 7,497, with the first three cases being confirmed in Karachay-Cherkessia. Confirmed deaths rose to 58.[10] Moscow City Duma deputy Mikhail Timonov was reported to have tested positive for the virus.[43]

On 8 April, 1,175 new cases were confirmed, bringing the total to 8,672. Confirmed deaths rose to 63.[10]

On 9 April, 1,459 new cases were confirmed, bringing the total to 10,131. Confirmed deaths rose to 76.[10] It was also announced in Moscow that all patients with pneumonia would be regarded as potentially having coronavirus.[44] That same day, the health minister of the Komi Republic, Dmitry Berezin, confirmed his resignation. The republic became one of the country's coronavirus hotspots.[45]

On 10 April, 1,786 new cases were confirmed, bringing the total number to 11,917, with the first six cases being confirmed in Tuva.

On 11 April, 1,667 new cases were confirmed, bringing the total number to 13,584. Confirmed deaths rose to 106.[10] Moscow's mayor, Sobyanin, signed a decree introducing a digital pass system to enforce the coronavirus lockdown, in which residents would require such a permit to travel around the city and Moscow Oblast using personal and public transport, with different types of passes including travelling to work, visiting hospitals and clinics, and private trips. Such permits would become mandatory on 15 April.[46]

On 12 April, 2,186 new cases were confirmed, bringing the total number to 15,770. Confirmed deaths rose to 130.[10]

On 13 April, 2,558 new cases were confirmed, bringing the total number to 18,328. Confirmed deaths rose to 148.[10]

On 14 April, 2,774 new cases were confirmed, bringing the total number to 21,102. Confirmed deaths rose to 170.[10] That same day, Moscow's health department warned that the city could face a shortage of hospital beds within the next 2 to 3 weeks. Another 24 hospitals would be planned to be converted to accommodate coronavirus patients to bring the total number of hospital beds to 21,000.[47]

On 15 April, 3,388 new cases were confirmed, bringing the total number to 24,490. The first cases were recorded in Chukotka and Nenets autonomous okrugs. Confirmed deaths rose to 198.[10]

On 16 April, 3,448 new cases were confirmed, bringing the total number to 27,938. Confirmed deaths rose to 232.[10] That same day, local media reported that 1/3 of all coronavirus infections in Leningrad Oblast were concentrated in one hostel housing migrant workers involved in the construction of a nearby IKEA-owned shopping mall. Local authorities called the hostel illegal and opened a criminal probe. The region's governor, Aleksandr Drozdenko, ordered an inspection of all hostels as a result.[48] Russia's largest technology company, Yandex, also announced the launch of the delivery of coronavirus tests for elderly Muscovites, with the first 10,000 tests being delivered for free. It also said that the service would be later expanded to include all age-groups and other regions, and that it may launch the delivery of antibody tests in the future.[49] Moscow authorities also announced that all cases of acute respiratory infections would be suspected of being coronavirus cases.[50]

On 17 April, 4,070 new cases were confirmed, bringing the total number to 32,008. The first case was confirmed in the last federal subject, the Altai Republic. Confirmed deaths rose to 273.[10] That same day, the head of the consumer protection watchdog Rospotrebnadzor said that around half of the cases in Russia were asymptomatic.[51]

On 18 April, 4,785 new cases were confirmed, bringing the total number to 36,793. Confirmed deaths rose to 313.[10] That day, the head of Moscow's health department said that around 60% of cases in the city were asymptomatic, compared to around 40% a week ago.[52]

On 19 April, 6,060 new cases were confirmed, bringing the total number to 42,853. Confirmed deaths rose to 361.[10] That same day, it was reported that in Arkhangelsk Oblast, more than 70 patients and employees at a psychiatric hospital tested positive for coronavirus.[53]

On 20 April, 4,268 new cases were confirmed, bringing the total number to 47,121. Confirmed deaths rose to 405.[10] In Vladikavkaz, several hundred demonstrators protested in a rally against the self-isolation regime, some of whom were detained by police.[54] The Kremlin's spokesman, Dmitry Peskov, called the rally illegal and said that it could have negative consequences due to the lack of social distancing.[55] That same day, Yandex announced that it would make its home coronavirus testing service free of charge for all residents of Moscow and nearby of all ages and will be available to other regions in the future. Previously, it announced the launch of the service on 16 April.[56]

On 21 April, 5,642 new cases were confirmed, bringing the total number to 52,763. Confirmed deaths rose to 456.[10] That same day, it was reported that 56-year-old Maxim Starinsky became the first doctor to die from coronavirus complications in Russia, having died the previous day in Kommunarka hospital after working at Veterans Hospital No.3 in Moscow. According to a colleague, 64 medical workers at the hospital tested positive for the virus last week, two of whom are in intensive care.[57] A new hospital in Moscow that was built in a month to treat coronavirus patients began accepting patients that same day when the number of confirmed cases in Moscow reached 29,433 with 233 deaths.[58] Moscow Mayor Sergey Sobyanin also signed an order saying that residents with symptoms of acute respiratory illnesses should self-isolate at home.[59]

On 22 April, 5,236 new cases were confirmed, bringing the total number to 57,999. Confirmed deaths rose to 513.[10] That day, the communications ministry said the platform for issuing digital passes will be implemented in 21 federal subjects after they applied for them.[60]

On 23 April, 4,774 new cases were confirmed, bringing the total number to 62,773. Confirmed deaths rose to 555.[10] The interior ministry also announced that foreign nationals won't be deported nor have their documents cancelled amid the pandemic.[61]

On 24 April, 5,849 new cases were confirmed, bringing the total number to 68,622. Confirmed deaths rose to 615.[10] That day, Moscow deputy mayor for social development Anastasia Rakova said that more than 40% of the city's health system is being used in the fight against the virus.[62] The mayor of the city also said that he asked the Health Ministry and Education Ministry to prepare and send medical students to help treat patients.[63] That day, the governor of Kaliningrad Oblast, Anton Alikhanov, said that the region would ease its lockdown starting on 29 April. Non-food stores were planned to re-open that day with others such as salons and hairdressers re-opening on 4 May, with all residents required to practise social distancing and wear face-masks.[64] The lockdown was later extended to 12 May instead.[65]

On 25 April, 5,966 new cases were confirmed, bringing the total number to 74,588. Confirmed deaths rose to 681.[10] That day, it was reported that doctors had published and were updating a public list of colleagues who had died from the virus,[66] with one doctor saying it was due to mistrust of official statistics, which had more than 60 names by the next day.[67] It was also reported that day that two deputies of the Communist Party, Leonid Kalashnikov and Dmitry Novikov, had tested positive for the virus with both being treated in hospital. They are the first members of the State Duma to become infected.[68]

On 26 April, 6,361 new cases were confirmed, bringing the total number to 80,949. Confirmed deaths rose to 747.[10] That day, the Ministry of Defence said that 874 troops had tested positive for the virus so far.[69]

On 27 April, 6,198 new cases were confirmed, bringing the total number to 87,147. Confirmed deaths rose to 794.[10] The governor of Nizhny Novgorod Oblast, Gleb Nikitin, said that entry to the region would be banned unless one has an emergency permit or proof of residence there.[70]

On 28 April, 6,411 new cases were confirmed, bringing the total number to 93,558. Confirmed deaths rose to 867.[10] That day, President Putin extended the national non-working period from 30 April to 11 May. In Moscow, it was reported that the lockdown had been extended to 13 May.[71] Russia's Federal Penitentiary Service also announced that 271 workers and 40 inmates have tested positive for the virus nationwide.[72] Prime Minister Mikhail Mishustin also instructed Rospotrebnadzor to draft a strategy by 29 April to ease quarantine restrictions.[73]

On 29 April, 5,841 new cases were confirmed, bringing the total number to 99,399. Confirmed deaths rose to 972.[10] Early that day, Moscow Mayor Sergey Sobyanin said on social media that the city would start constructing temporary hospitals that would have a total of 10,000 hospital beds for coronavirus patients.[74] Russia also indefinitely extended its entry ban for foreigners, which was originally set until 1 May, with Prime Minister Mishustin saying that the ban will be lifted when the coronavirus situation improves.[75]

On 30 April, 7,099 new cases were confirmed, bringing the total number to 106,498. Confirmed deaths rose to 1,073.[10] That day, Prime Minister Mishustin announced that he himself had tested positive for the virus. President Putin as a result signed an executive order to appoint First Deputy Prime Minister Andrey Belousov as Acting Prime Minister while Mishustin recovers.[76] Moscow Oblast's governor, Andrey Vorobyov, also said that residents will soon be required to wear face-masks in public areas.[77] The same day, the National Guard said that 339 members were infected.[78] Moscow's mayor, Sobyanin, said that half of the city's coronavirus patients in critical condition tested negative.[79]

May 2020

On 1 May, 7,933 new cases were confirmed, bringing the total number to 114,431. Confirmed deaths rose to 1,169.[10] The head of Rospotrebnadzor, Anna Popova, said that it was possible that restrictions could be tightened after the May holidays if residents don't follow existing rules. Previously, she said that the phasing out of restrictions could start after the holidays if residents completely follow rules.[80] It was also reported that Minister of Construction, Housing and Utilities, Vladimir Yakushev, and his deputy Dmitry Volkov were hospitalised after testing positive for the virus.[81]

On 2 May, 9,623 new cases were confirmed, bringing the total number to 124,054. Confirmed deaths rose to 1,222.[10] Mayor of Moscow Sergey Sobyanin said that about 2% of Moscow's population (around 250,000) had coronavirus according to screening tests, while saying that the peak has not been reached yet.[82] The French-headquartered home improvement and gardening retailer Leroy Merlin had most of its stores closed by local authorities as there were crowds of people in the stores despite requests from the authorities to self-isolate.[83] It was also confirmed that day that over 10,000 workers at the Chayanda oil field in Yakutia were tested for the virus, with over 3,000 testing positive.[84]

On 3 May, 10,633 new cases were confirmed, bringing the total number to 134,687. Confirmed deaths rose to 1,280.[10] That day, the National Guard said that some of its units are using drones and a helicopter to enforce self-isolation and social distancing rules in Moscow and Moscow Oblast during the May holidays, by sending information to law enforcement on the ground about violations.[85] It was also reported that the government had lifted its ban on exporting medical masks and respirators, with Minister of Trade and Industry Denis Manturov saying that there was no shortage of masks and sanitary products in pharmacies.[86]

On 4 May, 10,581 new cases were confirmed, bringing the total number to 145,268. Confirmed deaths rose to 1,356.[10] It was confirmed that day that the speaker of Leningrad Oblast's parliament, Sergei Bebenin, had tested positive for the virus.[87] Kremlin spokesman Dmitry Peskov also said that President Putin would be presented with a list of recommendations on removing restrictions in a meeting on 6 May.[88] The same day, Russian and foreign media outlets reported that a 98-year-old World War II (or Great Patriotic War) veteran, Zinaida Korneva, was raising money and had raised over 1.5 million rubles by that day to help Russian doctors affected by the pandemic and their families. She found out about Tom Moore's (or "Captain Tom") initiative in the United Kingdom, sending him a video message on YouTube on 30 April and announced her own fundraising initiative. With the help of her daughter, she began recording daily videos talking about her stories from the war. Meduza reported that her family and British journalists are trying to organise a phone call between Korneva and Moore.[89][90][91]

On 5 May, 10,102 new cases were confirmed, bringing the total number to 155,370. Confirmed deaths rose to 1,451.[10] Russia's Union of Journalists said that 55 journalists in the world have died from the virus and in Russia, 3 had died with more than 100 ill.[92]

On 6 May, 10,559 new cases were confirmed, bringing the total number to 165,929. Confirmed deaths rose to 1,537.[10] It was also reported that day that the Minister of Culture, Olga Lyubimova, tested positive for the virus.[93] She became the third Cabinet member to test positive.[94] Also that day, the Prosecutor General's Office said in a statement that it requested Roskomnadzor to block access to online videos and materials claiming that the virus is man-made. It said that "neither the World Health Organization nor the Russian government or other official authorities have confirmed information about the artificial manufacture of coronavirus" and dismissed ads for drugs which claim to treat coronavirus.[95] Moscow's coronavirus task force also said that over 1 million tests have been conducted in the city.[96] It was also reported that the hundreds of thousands of rapid antibody tests that were purchased by Moscow's authorities were Chinese-made instead rather than Dutch-made as advertised, and are far less accurate than claimed.[97]

On 7 May, 11,231 new cases were confirmed, bringing the total number to 177,160. Confirmed deaths rose to 1,625.[10] Moscow's mayor, Sobyanin, said that its lockdown has been extended to 31 May and that from 12 May, residents will be required to wear face masks and gloves in public transport and public places.[98] Leonid Fedun, co-founder of Lukoil and owner of Spartak Moscow, was hospitalised with the virus.[99]

On 8 May, 10,699 new cases were confirmed, bringing the total number to 187,859. Confirmed deaths rose to 1,723.[10] The head of Rospotrebnadzor, Anna Popova, said that the lockdown could remain until a vaccine is developed or until the pandemic ends.[100]

On 9 May, 10,817 new cases were confirmed, bringing the total number to 198,678. Confirmed deaths rose to 1,827.[10] The city of St. Petersburg also extended its lockdown to 31 May and will require residents to wear masks and gloves from 12 May.[101] Also that day, a fire broke out at a Moscow hospital treating coronavirus patients, causing an evacuation and killing 1.[102] With the 2020 Moscow Victory Day Parade postponed, celebrations marking the 75th anniversary of the surrender of Nazi Germany were reduced. An air show took place in Moscow instead and President Putin laid flowers at the Eternal Flame outside the Kremlin. Authorities also urged citizens to stay at home instead.[103]

On 10 May, 11,012 new cases were confirmed, bringing the total number to 209,688. Confirmed deaths rose to 1,915.[10] The World Health Organization's representative to Russia, Melita Vujnovic, said that day that Russia may have reached the plateau for the virus.[104] The Russian Football Union also said that it expects the resumption of the Russian Premier League on June 21 or 28, with there being a high chance of resumption.[105]

On 11 May, 11,656 new cases were confirmed, bringing the total number to 221,344. Confirmed deaths rose to 2,009.[10] That day, President Putin announced the end of the national non-working period on 12 May. He also announced additional support measures including bonuses for doctors, subsidies for companies and payments to families with children. He also said that regional leaders can choose to keep restrictions.[106] Preliminary data from Moscow's civil registry office also showed that around 20% more deaths were recorded in April compared to the average for the past decade. 11,846 deaths were recorded compared to the average of 9,866.[107] The investigative website, Proekt, reported that at least 300 people, including cadets and officers, became infected with the virus after participating in rehearsals for the Victory Day parade.[108] Also that day, official data also said that the reproduction rate of the virus in Moscow fell from 1.02 the previous day to 0.96 while across Russia, the value was 1.04.[109]

On 12 May, 10,899 new cases were confirmed, bringing the total number to 232,243. Confirmed deaths rose to 2,116.[10] That day, Kremlin spokesman Dmitry Peskov confirmed that he tested positive for the virus. He said that he last met President Putin in person over a month ago.[110] Also, according to Kommersant, pharmacies in Russia are facing shortages of thermometers.[111] The same day, a fire broke out at St. Georgy's Hospital in St. Petersburg where it has been treating coronavirus patients. The cause was a ventilator short-circuiting. 5 patients with the virus who were connected to ventilators died. It was reported that the ventilator that caused the fire was manufactured by the same company which manufactured the ventilator that caused a fire in a Moscow hospital 3 days ago, killing 1.[112]

On 13 May, 10,028 new cases were confirmed, bringing the total number to 242,271. Confirmed deaths rose to 2,212.[10] That day, St. Petersburg's governor Alexander Beglov said that 1,465 medical workers have been infected with the virus since the epidemic began.[113] State Duma deputy Oksana Pushkina also said that she tested positive for the virus.[114] Also that day, the Federal Biomedical Agency said that Russia's oldest coronavirus patient, 100-year-old Pelageya Poyarkova, fully recovered.[115] Moscow's Department of Health also refuted media reports that the Moscow Government is understating coronavirus deaths, saying that it openly publishes mortality data. It also said that over 60% of deaths among those with the virus had a different cause of death, which are not counted as COVID-19 deaths.[116] It was also reported that low-cost airline Pobeda will resume domestic flights on 1 June.[117] Russian regulators also suspended the use of Aventa-M ventilators which were blamed for causing two fires in hospitals - one in St. Petersburg that killed 5 and one in Moscow that killed 1. Ventilators of the same model were also sent to the United States, with the U.S. Federal Emergency Management Agency (FEMA) saying that the ventilators haven't been deployed and that states will return the ventilators to FEMA.[118] The Health Ministry also said that day that it was necessary to increase the legal drinking age from 18 to 21 due to an increase in alcohol-related deaths during the epidemic in Russia - there have been a number attempts in the last few years to raise the drinking age.[119]

On 14 May, 9,974 new cases were confirmed, bringing the total number to 252,245. Confirmed deaths rose to 2,305.[10] The same day, President Putin said that Education and Science Minister Valery Falkov became infected with the virus.[120] TASS news agency reported that the virus reproduction rate in Russia fell below 1 for the first time, from 1.01 the previous day to 0.97. In Moscow, it fell from 0.91 the previous day to 0.88.[121]

On 15 May, 10,598 new cases were confirmed, bringing the total number to 262,843. Confirmed deaths rose to 2,418.[10] The Russian Premier League was announced to resume on 21 June by the Russian Football Union, with matches being held without spectators. They were suspended since 17 March.[122] Yandex also announced the end of its free coronavirus testing program. 20,000 people were tested for free since the program began on 20 April. It said that mass testing is now possible without its help and as a result, will focus on other initiatives such as supporting doctors, social workers and charities.[123]

On 16 May, 9,200 new cases were confirmed, bringing the total number to 272,043. Confirmed deaths rose to 2,537.[10]

On 17 May, 9,709 new cases were confirmed, bringing the total number to 281,752. Confirmed deaths rose to 2,631.[10] U.S. Secretary of State Mike Pompeo said that day that aid from the United States, including testing equipment and ventilators, was "on its way" to Russia. It was reported that 200 American-made ventilators were planned to be sent to Russia in the next week.[124] Chechnya's leader, Ramzan Kadyrov was also reported to have demanded the firings of medical staff who complained about personal protective equipment shortages and another worker who mistakenly reported the death of a colleague.[125] Dagestan's health minister, Dzhamaludin Gadzhiibragimov, also said that day that 40 health workers had died since the outbreak began, while official statistics said that 27 people had died in the region. He also said that 657 patients had died of community-acquired pneumonia, with symptoms of COVID-19 but no positive test results.[126] Dagestan's health minister also said that 13,697 people contracted the virus or community-acquired pneumonia. The health ministry also later said that the deaths of doctors were also caused by other diseases.[127] Rospotrebnadzor head, Anna Popova, also said that day that the coronavirus situation in Russia has been stabilising.[128]

On 18 May, 8,926 new cases were confirmed, bringing the total number to 290,678. Confirmed deaths rose to 2,722.[10] That day, President Putin also noted the "difficult" situation in Dagestan, as local officials had described it as "catastrophic" - the region's top cleric, Ahmad Afandi Abdulaev, called the situation dire; he pleaded to the Kremlin for assistance. The state channel, Rossiya 24, reported that 3% of families in the region give consent to autopsies which may distort statistics.[129][130] Professional mixed martial artist Khabib Nurmagomedov also urged residents of his native republic, Dagestan, to comply with the requirements of doctors and celebrate the holiday of Uraza-Bayram at home. He also confirmed that his father was infected with the virus and that his situation was serious.[131] Prime Minister Mishustin said that day that 27 regions are ready to ease restrictions.[132] Russian Health Minister, Mikhail Murashko, also said that day that clinical trials of a vaccine were planned in a month. He said that "Russia manufactures more than 20 testing systems. It is developing full-cycle medicines, which are ready for clinical use. Serious work is being done to develop vaccines for preventive immunisation against the disease. It is planned to begin their clinical trials in a month".[133] Saratov Oblast reinstated its ban on walks and outdoor activities a week after easing restrictions due to an increase in cases.[134]

On 19 May, 9,273 new cases were confirmed, bringing the total number to 299,941. Confirmed deaths rose to 2,837.[10] Prime Minister Mishustin resumed his official duties after announcing he tested positive for the virus on 30 April.[135]

On 20 May, 8,764 new cases were confirmed, bringing the total number to 308,705. Confirmed deaths rose to 2,972.[10] Moscow Mayor Sobyanin said that the number of deaths is expected to be significantly higher than in April.[136]

On 21 May, 8,849 new cases were confirmed, bringing the total number to 317,554. Confirmed deaths rose to 3,099.[10] That day, Interfax news agency reported that Chechnya's leader, Ramzan Kadyrov, was suspected of having the virus and was under the supervision of doctors in Moscow.[137] The U.S. Associated Press news agency also analysed official statements and news reports in more than 70 regions which show that at least 9,479 medical workers have been infected in the past month and that more than 70 died. Medical workers have put the death toll higher in a list with more than 250 names. The news agency also reported complaints of protective equipment shortages by medical workers, which officials have insisted are isolated rather than widespread.[138] Moscow's mayor, Sobyanin, also said that the city's public registry services will re-open and that car-sharing will resume on 25 May, while all other restrictions would remain.[139]

On 22 May, 8,894 new cases were confirmed, bringing the total number to 326,448. Confirmed deaths rose to 3,249.[10] President Putin said in a televised video-conference with government officials and health experts that the outbreak was stabilising however warned that another outbreak could hit the country later in the year during autumn and that preparations should be made.[140] It was also reported that in the Moscow region, violators of the self-isolation regime could face up to 100 hours of community service in hospitals as punishment.[141] It was also reported that a vaccine for the virus was successfully tested on humans at the Gamaleya Centre for Epidemiology and Microbiology.[142]

On 23 May, 9,434 new cases were confirmed, bringing the total number to 335,882. Confirmed deaths rose to 3,388.[10] The Gamaleya Centre for Epidemiology and Microbiology said that it expects to start clinical testing of its coronavirus vaccine in early June.[143] The Defence Ministry said that 1,457 servicemen had tested positive for the virus, with recoveries including 1,204 servicemen, 1,542 cadets, 308 students of pre-universities and 178 civilian personnel. Most of those who were infected did not show symptoms.[144]

On 24 May, 8,599 new cases were confirmed, bringing the total number to 344,481. Confirmed deaths rose to 3,541.[10]

On 25 May, 8,946 new cases were confirmed, bringing the total number to 353,427. Confirmed deaths rose to 3,633.[10] Prime Minister Mishustin advised citizens to not plan vacations abroad, saying that it was important to reduce the risk of re-importing cases.[145] The Federal Penitentiary Service also reported that 980 employees and 238 inmates were infected with the virus.[146] The Defence Ministry said that 1,522 servicemen had tested positive for the virus, with 1,340 having recovered.[147]

On 26 May, 8,915 new cases were confirmed, bringing the total number to 362,342. Confirmed deaths rose to 3,807.[10] President Putin announced that the 2020 Victory Day Parade would be held on 24 June, coinciding with the Moscow Victory Parade of 1945.[148] The Vector Institute said that it plans to start clinical trials of its coronavirus vaccine in late June.[149] Britain's embassy in Moscow said that British Prime Minister Boris Johnson invited President Putin to the virtual Global Vaccine Summit 2020 which is being held by the British government on 4 June.[150]

On 27 May, 8,338 new cases were confirmed, bringing the total number to 370,680. Confirmed deaths rose to 3,968.[10] Moscow's mayor, Sobyanin, announced that some restrictions would be lifted on 1 June. Non-food shops would re-open and some service sector businesses that do not require prolonged contact between people would be re-opened. He also said that residents would be able to go outside for walks and sport, and that parks and green areas except Zaryadye Park would re-open. Park attractions, sports grounds and playgrounds would remain closed. A schedule system however would be in place to prevent everyone from going out at once. City bike rentals would be available to everyone and hospitals will begin a gradual return towards providing regular routine medical care.[151] Rospotrebnadzor said that Moscow is ready to start lifting restrictions.[152] Chechnya's leader, Ramzan Kadyrov said that day that he was healthy after media reports of suspicions of a coronavirus infection.[153] The Health Ministry also said that day that asymptomatic cases would stop being counted.[154]

On 28 May, 8,371 new cases were confirmed, bringing the total number to 379,051. Confirmed deaths rose to 4,142.[10] Moscow's health department said that it revised the city's coronavirus death toll using a new methodology. The death toll was originally 636 for April, however it said in a statement that the revised death toll was 1,561, including 756 people diagnosed with the virus but were determined to have died of other causes and 169 people who tested negative but were suspected of having the virus. It said that the methodology would include "even controversial, questionable cases" however the city's death rate from the virus was considerably lower compared to other cities like London and New York. The new methodology so far had not been used to revise the official death toll for the city or the entire country.[155] Also that day, Moscow's mayor Sobyanin said that restrictions would remain until a vaccine is developed.[156]

On 29 May, 8,572 new cases were confirmed, bringing the total number to 387,623. Confirmed deaths rose to 4,374.[10] Prime Minister Mishustin that day added the media sector to a list of industries that qualify for government support which include tax payment deferrals, interest-free loans, rental payments, soft loans, a moratorium on bankruptcy, grants and more.[157]

On 30 May, 8,952 new cases were confirmed, bringing the total number to 396,575. Confirmed deaths rose to 4,555.[10] Health Minister Mikhail Murashko said that vaccine tests were under way and that clinical trials were planned to begin in the next two weeks. He also said that volunteers had been chosen to take part in the trials. The Russian Direct Investment Fund said that the Health Ministry had approved Avifavir for the treatment of the virus. It also said that the drug was highly effective in treating patients in the first phase of its clinical trials.[158]

On 31 May, 9,268 new cases were confirmed, bringing the total number to 405,842. Confirmed deaths rose to 4,693.[10]

June 2020

On 1 June, 9,035 new cases were confirmed, bringing the total number to 414,878. Confirmed deaths rose to 4,855.[10] Reuters news agency reported that Russia would roll out its first approved drug to treat COVID-19 in the next week. It said that hospitals would be able to give the drug, Avifavir, to patients starting 11 June, according to the head of the Russian Direct Investment Fund.[159] President Putin said that the 2020 Russian constitutional referendum was planned to be held on 1 July. A proposal to allow early voting from 25 June, after the planned Victory Day parade, was made by Ella Pamfilova, head of the Central Election Commission.[160]

On 2 June, 8,863 new cases were confirmed, bringing the total number to 423,741. Confirmed deaths rose to 5,037.[10] Prime Minister Mikhail Mishustin said that the government would launch a 5 trillion ruble ($73 billion) recovery plan in the next month to counteract the pandemic's economic impact. The program would last until the end of 2021 with the target of bringing the unemployment rate back to under 5% and economic growth of 2.5% a year.[161] The Ministry of Defence said that it had selected fifty military personnel, including five women, who volunteered to test the safety and effectiveness of a vaccine. They will undergo preparations and examinations starting on 3 June.[162]

On 3 June, 8,536 new cases were confirmed, bringing the total number to 432,277. Confirmed deaths rose to 5,215.[10] That day, the city of St. Petersburg reported a 32% higher death rate in May compared to the previous year. The city government said that 6,427 death certificates were issued, compared to 4,875 the previous year. For the same month, the official coronavirus death toll was 171 people. Overall, the city has 17,069 confirmed cases and 240 confirmed deaths.[163] 1 patient died in a St. Petersburg hospital that day after a fire.[164]

On 4 June, 8,831 new cases were confirmed, bringing the total number to 441,108. Confirmed deaths rose to 5,384.[10] Moscow's mayor, Sobyanin, said that most restrictions would be lifted by 1 July. He said a schedule for lifting restrictions may be published on 8 June. He also said that starting 1 June, 55% of shops closed due to the virus have reopened with the rest set to open in the next week, however he said that it was too early to open some facilities like gyms.[165] A second batch of ventilators sent by the United States also landed that day by plane. It contained 150 ventilators, while the first batch, which had 50 ventilators, landed on 21 May.[166]

On 5 June, 8,726 new cases were confirmed, bringing the total number to 449,834. Confirmed deaths rose to 5,528.[10] Meduza reported that 3 regions would not be holding Victory Day parades and celebrations on 24 June due to the epidemic. Belgorod Oblast postponed celebrations to 12 July, Oryol Oblast has scheduled celebrations for 5 August and Perm Krai will possibly hold its parade on 3 September.[167] The Central Bank of Russia said that it saw signs of continuing decline in economic activity.[168]

On 6 June, 8,855 new cases were confirmed, bringing the total number to 458,689. Confirmed deaths rose to 5,725.[10]

On 7 June, 8,984 new cases were confirmed, bringing the total number to 467,673. Confirmed deaths rose to 5,869.[10] The Federal Air Transport Agency was reported to suggest resuming flights with 15 countries on 15 July. It planned to send its proposals to Rospotrebnadzor and the list of countries will be drawn up together by the Federal Air Transport Agency and the consumer rights watchdog.[169]

On 8 June, 8,985 new cases were confirmed, bringing the total number to 476,658. Confirmed deaths rose to 5,971.[10] Moscow's mayor, Sobyanin, said that the city would lift coronavirus restrictions. Self-isolation rules and travel permits would be waived on 9 June, with no more walking schedules. Residents would be able to freely travel around the city and visit public places. Places like beauty salons, hairdressers and veterinarian clinics would re-open, with other places like restaurants re-opening over the course of June. Residents are still required to wear face masks and gloves and are advised to maintain their distance from others.[170][171] That day, Prime Minister Mishustin also announced the partial re-opening of the border for some travellers, saying that it would allow citizens to leave the country for work, studying, medical treatment or to take care of relatives. It would also allow foreign citizens to enter for medical treatment or those needing to care for relatives and family. The border was shut on 30 March.[172] Prime Minister Mishustin said that the country was ready for the gradual opening of the holiday season.[173] The Transport Ministry said that it was too early to set a date for resuming international flights.[174]

On 9 June, 8,595 new cases were confirmed, bringing the total number to 485,253. Confirmed deaths rose to 6,141.[10] Crimea's head, Sergey Aksyonov, said that restrictions on hosting tourists from other Russian regions would be lifted on 1 July.[175]

On 10 June, 8,404 new cases were confirmed, bringing the total number to 493,657. Confirmed deaths rose to 6,358.[10] Ekho Moskvy reported that approximately 15,700 people died in Moscow in May according to preliminary data, citing an unnamed source, an increase of about 57% compared to the average of the last 3 years.[176] Moscow's mayor, Sobyanin, said that it would take about 2 months for Moscow to exit from all restrictions.[177] Moscow's health department increased the city's coronavirus death toll from 1,895 to 5,260 for May. It said in a statement that "COVID-19 as a main or an accompanying cause of death was registered in 5,260 cases". It also said that the difference was due to changes made by the Health Ministry in the approach of counting deaths, saying that "new recommendations allowed us to improve the calculation of cases where COVID was the main cause of the death and of those where it became, with a high degree of probability, a catalyst...for other illnesses".[178]

On 11 June, 8,779 new cases were confirmed, bringing the total number to 502,436. Confirmed deaths rose to 6,532.[10] Russian Direct Investment Fund said in a statement that the first batch of Antivar drugs were delivered to hospitals. It said that as many as 60,000 courses of Avifavir will be delivered in June and that production could be increased to 2 million courses a year if necessary. The drug is produced by a joint venture of RDIF and ChemRar Group and is currently one of two registered drugs in the world for COVID-19.[179] Kremlin Spokesman Dmitry Peskov said that there was nothing strange about Russia's data, responding to Executive Director of the WHO Health Emergencies Program Michael Ryan's description of Russia's mortality rate as "unusual". Ryan also said that when many people are tested, they can see relatively low mortality rates.[180] Peskov also said that President Putin would return to face-to-face meetings soon, but no specific date was set.[181] Moscow's health department said that discrepancies in data between it and the official government portal is due to the city's final numbers not being sent.[182] Russian Railways also said that it would return the Sapsan trains between Moscow and St. Petersburg to its normal schedule on 24 June.[183] The website Znak also reported that by that day, at least 10 major cities have cancelled their Victory Day parades due to the risk of the virus spreading.[184]

On 12 June, 8,987 new cases were confirmed, bringing the total number to 511,423. Confirmed deaths rose to 6,715.[10] President Putin made his first public appearance since Victory Day on 9 May to mark Russia Day, as he sought to rally support for reforming the constitution in the upcoming vote.[185]

On 13 June, 8,706 new cases were confirmed, bringing the total number to 520,129. Confirmed deaths rose to 6,829.[10] The federal statistics agency, Rosstat, published mortality data for April which included a coronavirus death toll of 2,712 nationwide compared to the official death toll of 1,152. The death toll includes those who tested positive for the virus, but the main cause of death was determined to be something else. The figures include 1,270 deaths where the virus was determined to be the main cause as well as 435 deaths where the virus had a "significant influence", 617 deaths where the virus was present but did not play a major role, and 390 deaths where the person tested negative but it was later determined to be the main cause of death. Officials including Tatiana Golikova said that the changes in the counting method follows WHO recommendations. She also said that the figures represent a 2.6% death rate among those infected, and that the death rate for May will be higher.[186]

On 14 June, 8,835 new cases were confirmed, bringing the total number to 528,964. Confirmed deaths rose to 6,948.[10]

On 15 June, 8,246 new cases were confirmed, bringing the total number to 537,210. Confirmed deaths rose to 7,091.[10] Kommersant reported that Chelyabinsk, Penza and Yakutsk cancelled their Victory Day parades on 24 June because of the risk of the virus spreading.[187] President Putin also extended the period in which foreign nationals whose visas have expired after 15 March can stay to 15 September.[188]

On 16 June, 8,248 new cases were confirmed, bringing the total number to 545,458. Confirmed deaths rose to 7,284.[10] Crimean authorities reversed the decision of cancelling the Victory Day parade in Simferopol on 24 June after announcing that it would be cancelled earlier in the day. Crimea's leader, Sergey Aksyonov said that the decision to hold the parade was "after lengthy consultations, including with the Defense Ministry of the Russian Federation and Rospotrebnadzor" and that Crimea would take "unprecedented measures" to ensure safety.[189] WHO representative to Russia, Melita Vujnovic, said that Russia is capable of creating conditions to safely proceed with the referendum and Victory Day parade.[190] It was reported that at least 30 regions in Russia had cancelled their Victory Day parades on 24 June or will hold them without spectators.[191]

On 17 June, 7,843 new cases were confirmed, bringing the total number to 553,301. Confirmed deaths rose to 7,478.[10] Krasnodar Krai would ease restrictions for incoming tourists and allow free movement within the region starting 21 June.[192]

On 18 June, 7,790 new cases were confirmed, bringing the total number to 561,091. Confirmed deaths rose to 7,660.[10] The Defence Ministry said that, with the Gamaleya National Research Centre for Epidemiology and Microbiology, clinical trials for a vaccine were carried out on 18 volunteers that day.[193] Politician Mikhail Ignatyev, who served as Head of the Chuvash Republic until being dismissed earlier in the year, was reported to have died from the virus.[194] Alla Samoilova, the head of Roszdravnadzor, said that 489 medical workers who were infected with the virus had died. The press service of Roszdravnadzor later said that the number was not official but data from the internet.[195] Moscow Deputy Mayor for Economic Policy and Property and Land Relations Vladimir Efimov said that business activity in the city had returned to pre-lockdown levels.[196]

On 19 June, 7,972 new cases were confirmed, bringing the total number to 569,063. Confirmed deaths rose to 7,841.[10] Deputy Mayor of Moscow for Social Development Anastasia Rakova said that wedding registrations and ceremonies would resume from 23 June in registry offices. She said that it was still necessary to wear masks and gloves, as well as to practise social distancing in registry offices. She also said that ceremonial halls would be sanitised after each ceremony.[197] Moscow Oblast Governor Andrey Vorobyov signed a decree allowing museums to re-open from 25 June, sports facilities from 1 July and children's camps from 15 July. From 25 June, all retail stores would be able to re-open.[198]

On 20 June, 7,889 new cases were confirmed, bringing the total number to 576,952. Confirmed deaths rose to 8,002.[10] Director of the Gamaleya Centre for Epidemiology and Microbiology, Alexander Gunzburg, said that the production of a vaccine could start in the autumn.[199]

On 21 June, 7,728 new cases were confirmed, bringing the total number to 584,680. Confirmed deaths rose to 8,111.[10] The number of people who recovered from the virus exceeded the number of new infections for the first time during the 3rd week of June.[200]

On 22 June, 7,600 new cases were confirmed, bringing the total number to 592,280. Confirmed deaths rose to 8,206.[10] Moscow's mayor, Sobyanin, said that from 23 June, cafes and restaurants would re-open as well as fitness centres and swimming pools. Restrictions for libraries, kindergartens would be lifted. It would also be possible to sit on benches and take children to the playground, however the face-mask rules would still apply.[201] Deputy Prime Minister Tatyana Golikova said that some restrictions would have to remain in the autumn, including wearing face-masks.[202] Prime Minister Mishustin added passenger rail and water transport industries into the government list of industries most affected by the pandemic.[203]

On 23 June, 7,425 new cases were confirmed, bringing the total number to 599,705. Confirmed deaths rose to 8,359.[10] The Buddhist leader in Tuva, Dzhampel Lodoy, was announced to have died from the virus in a social media post.[204] President Putin, in a televised address, said that the country's response to the virus had saved tens of thousands of lives and he praised its progress in fighting the virus. He also announced additional economic and social support measures as a result of the pandemic's impact. He announced the end of Russia's flat income tax rate of 13% that he introduced in 2001 by increasing the tax rate for the top earners who earn over 5 million rubles (about $73,000) to 15%, starting from 1 January 2021. He said that the extra revenue of around 60 billion rubles (about $875 million) would go towards helping children with severe or rare diseases. He also announced other measures including increased benefits to families where both parents have lost their job and a one-off payment to families in July of 10,000 rubles for each child they have aged under 16. 100 billion rubles would also handed out in loans for businesses to pay employees. He also said that IT companies would benefit from an ultra-low tax regime and profits tax for them would be cut from 20% to 3%.[205][206][207] Putin also proposed extending payments to social workers for another two months.[208] Elena Smolyarchuk, director of the Center for Clinical Study of Medicines at Sechenov University spoke about the effects of a vaccine being tested, saying that in the first hours, some volunteers had a slight increase in temperature and a headache which disappeared later in the day, with all volunteers currently well. Experts described the reaction as normal.[209]

The Moscow Victory Day parade took place on 24 June as it was postponed.

On 24 June, 7,176 new cases were confirmed, bringing the total number to 606,881. Confirmed deaths rose to 8,513.[10] The 2020 Moscow Victory Day Parade took place that day. Kyrgyz president Sooronbay Jeenbekov, who arrived in Moscow for the parade, did not attend after two members of his delegation tested positive for the virus and he would return to the Kyrgyz capital city Bishkek to self-isolate.[210] The website Znak.com reported that at least 40 regions had cancelled their parades or held them without spectators due to the virus, where 30 major cities had cancelled their parade.[211]

On 25 June, 7,113 new cases were confirmed, bringing the total number to 613,994. Confirmed deaths rose to 8,605.[10] The governor of St. Petersburg, Alexander Beglov, signed a decree to lift some restrictions including the ban on visiting parks, gardens and squares, as well as playgrounds and sports grounds from 28 June.[212] Prime Minister Mishustin also signed an order allowing foreign specialists with permission to work in Russia to enter the country.[213] Moscow's mayor, Sobyanin, said that the city wasn't yet ready to fully open its tourism sector.[214]

On 26 June, 6,800 new cases were confirmed, bringing the total number to 620,794. Confirmed deaths rose to 8,781.[10]

On 27 June, 6,852 new cases were confirmed, bringing the total number to 627,646. Confirmed deaths rose to 8,969.[10] Russian tour operators began cancelling tours with flights abroad in July due to uncertainty in the easing of restrictions.[215] The director of the State Research Center of Virology and Biotechnology VECTOR, Rinat Maksyutov, said on television that around 70 million people would need to be vaccinated for collective immunity.[216]

On 28 June, 6,791 new cases were confirmed, bringing the total number to 634,437. Confirmed deaths rose to 9,073.[10] President Putin said that he takes a test every 3–4 days, with each of them returning negative.[217]

On 29 June, 6,719 new cases were confirmed, bringing the total number to 641,156. Confirmed deaths rose to 9,166.[10] Deputy Prime Minister Dmitry Chernyshenko said that cinemas will be able to reopen from 15 July if local governments allow them.[218] Authorities in Kalmykia extended the second phase of the easing of restrictions to 12 July, as the infection rate was too high.[219] The Press and Public Relations Centre of the Federal Security Service said that Lenin's Mausoleum will reopen on 1 July.[220]

On 30 June, 6,693 new cases were confirmed, bringing the total number to 647,849. Confirmed deaths rose to 9,320.[10] The director of the State Research Center of Virology and Biotechnology VECTOR, Rinat Maksyutov, said that 3 prototype vaccines have been shown to be effective.[221] Chechnya's leader, Kadyrov, ended the two-week quarantine requirement for people entering the republic.[222]

July 2020

On 1 July, 6,556 new cases were confirmed, bringing the total number to 654,405. Confirmed deaths rose to 9,536.[10] Melita Vujnovich, the World Health Organization representative in Russia, said that the country has taken a "good path" in recent weeks, leading to infection numbers to fall. She also said that the system for the vote on constitutional amendments that day was well thought out by the authorities.[223]

On 2 July, 6,760 new cases were confirmed, bringing the total number to 661,165. Confirmed deaths rose to 9,683.[10] In Moscow, the number of new infections confirmed in the last day was 611 - the lowest since 6 April.[224]

On 3 July, 6,718 new cases were confirmed, bringing the total number to 667,883 . Confirmed deaths rose to 9,859.[10]

On 4 July, 6,632 new cases were confirmed, bringing the total number to 674,515. Confirmed deaths rose to 10,027.[10] It was reported that cinemas in Moscow could reopen on 1 August, however there wasn't a final decision. This was according to the head of the Russian Association of Theatre Owners, Oleg Berezin. Previously, a date of 15 July was estimated.[225] Rospotrebnadzor also published sanitary rules for schools, kindergartens and camps until the end of 2020.[226]

On 5 July, 6,736 new cases were confirmed, bringing the total number to 681,251. Confirmed deaths rose to 10,161.[10] The government also allocated almost 7.5 billion rubles in payments to health workers treating coronavirus patients.[227] The Federal Tourism Agency also said that subsidies would be given to small hotels to purchase personal protective equipment.[228]

On 6 July, 6,611 new cases were confirmed, bringing the total number to 687,862. Confirmed deaths rose to 10,296.[10] It was reported that the temporary hospitals in Patriot Park and Crocus Expo located in Moscow Oblast would start being dismantled due to the significant decrease in new infections.[229] The governor of Murmansk Oblast, Andrey Chibis, denied plans of an entry ban to the region, calling it "fake news".[230]

On 7 July, 6,368 new cases were confirmed, bringing the total number to 694,230. Confirmed deaths rose to 10,494.[10] The Communications Ministry said that the system for tracking infected persons would not involve the processing of personal data.[231]

On 8 July, 6,562 new cases were confirmed, bringing the total number to 700,792. Confirmed deaths rose to 10,667.[10] The governor of Moscow Oblast, Andrey Vorobyov, signed a decree easing some restrictions in the region including allowing restaurants, cafes, bars and other catering establishments to reopen from 25 July as well as a number of other places to reopen from 15 July.[232] The President's Special Representative for International Cultural Cooperation, Mikhail Shvydkoy, said that theatres would be allowed to reopen in Moscow from 1 August with the number of viewers limited to 50%.[233]

On 9 July, 6,509 new cases were confirmed, bringing the total number to 707,301. Confirmed deaths rose to 10,843.[10] Moscow's authorities announced further easing of some restrictions with cinemas allowed to reopen and concerts allowed to be held from 1 August provided that they meet certain requirements. Attractions would be able to reopen and restrictions on places like parks and cultural centres would be removed on 13 July.[234] In Krasnoyarsk Krai, restrictions on enterprises and organisations were extended to 9 August.[235]

On 10 July, 6,635 new cases were confirmed, bringing the total number to 713,936. Confirmed deaths rose to 11,017.[10] Rosstat published data which said that COVID-19 was confirmed or assumed to be the main cause of death for 7,444 people who died in May, with an additional 5,008 people with a COVID-19 diagnosis determined to have died from other diseases. The death toll reported by the coronavirus crisis centre for May was 3,633.[236] Tatyana Golikova said that starting on 15 July, authorities will start to gradually lift restrictions on flights abroad and will begin negotiations to restart international flights.[237]

On 11 July, 6,611 new cases were confirmed, bringing the total number to 720,547. Confirmed deaths rose to 11,205.[10] The head of Rospotrebnadzor, Anna Popova, said that a special vaccine for children has started development.[238]

On 12 July, 6,615 new cases were confirmed, bringing the total number to 727,162. Confirmed deaths rose to 11,335.[10] It was reported that Sechenov University had completed testing of a vaccine developed by the Gamaleya Centre on volunteers and that scientists had confirmed its safety.[239]

On 13 July, 6,537 new cases were confirmed, bringing the total number to 733,699. Confirmed deaths rose to 11,439.[10] In Moscow, a new stage in the lifting of restrictions started. Universities, colleges and schools were allowed to resume to normal and the use of face masks and gloves outdoors is no longer required except in public transport, shops and crowded places, with social distancing requirements continuing.[240] The Ministry of Culture also lifted the ban on cinemas, with regional authorities now choosing whether to let them reopen.[241] The Ministry of Defence also stated that no participants in the Victory Day parade in Moscow were infected.[242]

On 14 July, 6,248 new cases were confirmed, bringing the total number to 739,947. Confirmed deaths rose to 11,614.[10] The Russian Direct Investment Fund (RDIF) said that Russia and its international partners would produce over 200 million doses of the vaccine by the end of 2020.[243] The head of the Belarusian government said that transport links with Russia would resume in the coming days.[244]

On 15 July, 6,422 new cases were confirmed, bringing the total number to 746,369. Confirmed deaths rose to 11,770.[10] The 14-day quarantine requirement for arrivals in the country was abolished with arrivals now requiring medical documents in English or Russian showing a negative test. If an arrival does not have such documents, they will be placed into observation until they get a negative test result. Tatyana Golikova previously said that quarantines can be maintained for Russians returning from countries with high infection rates.[245] It was also announced that residents of Moscow would be able to take a PCR test for free from 16 July.[246]

On 16 July, 6,428 new cases were confirmed, bringing the total number to 752,797. Confirmed deaths rose to 11,937.[10] Reuters reported that 30 million doses of the experimental vaccine would be produced domestically in Russia and the potential for 170 million to be manufactured abroad, according to the head of RDIF, Kirill Dmitriev. He also said that a Phase III trial involving several thousand people is expected to start in August.[247] The head of the RDIF dismissed British accusations that Russian hackers backed by the security services attempted to steal coronavirus vaccine research. He said that there was no need because AstraZeneca had negotiated a deal in the production of the Oxford vaccine in Russia and called the accusations an attempt of "tarnish the reputation" of the Russian vaccine.[248]

On 17 July, 6,406 new cases were confirmed, bringing the total number to 759,203. Confirmed deaths rose to 12,123.[10] The head of the Rospotrebnadzor department in Khabarovsk Krai recommended a return of restrictions following protests in the region due to increased reported infections.[249] The Governor of Moscow Oblast announced the transition to the third stage of lifting restrictions.[250] Reuters reported that the economy shrank by 9.6% year-on-year in the 2nd quarter, the most in 20 years, according to the economy minister. Real disposable incomes fell by 8% in year-on-year terms in April to June according to Rosstat. It also said that Russia's industrial output fell by 9.4% in June compared to a year ago.[251]

On 18 July, 6,234 new cases were confirmed, bringing the total number to 765,437. Confirmed deaths rose to 12,247.[10] Moscow's mayor, Sobyanin, said that City Day celebrations would take place on time if the epidemiological situation does not worsen.[252]

On 19 July, 6,109 new cases were confirmed, bringing the total number to 771,546. Confirmed deaths rose to 12,342.[10] The authorities of Yamalo-Nenets Autonomous Okrug extended the self-isolation regime until 15 August, with all residents required to wear masks and following social distancing in public places and transport.[253]

On 20 July, 5,940 new cases were confirmed, bringing the total number to 777,486. Confirmed deaths rose to 12,427.[10] The Ministry of Defence said that it completed the first clinical trials of a vaccine on human volunteers. The necessary antibodies were detected and the components of the vaccine are safe and tolerated well by humans, said a lead military scientist.[254] Organisers for the "Immortal Regiment" march postponed the event to 9 May 2021.[255] President Putin stated that the Victory Day parade and the vote on constitutional amendments that were held did not cause further outbreaks.[256]

On 21 July, 5,842 new cases were confirmed, bringing the total number to 783,328. Confirmed deaths rose to 12,580.[10] It was reported that the Finance Ministry had proposed the government to cut spending on the military by 5% between 2021 and 2023. The proposal also included a spending cut of 10% on the court system and the servicing of debt and wages for civil servants.[257]

On 22 July, 5,862 new cases were confirmed, bringing the total number to 789,190. Confirmed deaths rose to 12,745.[10] Prime Minister Mishustin said that 4 vaccines being developed in Russia have already proven their safety and that he hopes a reliable vaccine will be available by autumn.[258] Dmitry Degtyarev, a minister of Sverdlovsk Oblast, was reported to have died from the virus. 18,484 people in the region are confirmed to have been infected.[259] The Economy Minister, Maxim Reshetnikov, was quoted as saying that Russia's GDP declined by 4.2% in the first half of 2020. He said that this ministry was maintaining its 2020 forecast of a decrease of 4.8%, but that it would be revised in August.[260]

On 23 July, 5,848 new cases were confirmed, bringing the total number to 795,038. Confirmed deaths rose to 12,892.[10] The press service of AliExpress Russia said that the demand for game consoles and accessories in Russia quadrupled in the 2nd quarter of the year.[261] The Health Minister, Mikhail Murashko, said that the vaccination of doctors may begin in August.[262]

On 24 July, 5,811 new cases were confirmed, bringing the total number to 800,849. Confirmed deaths rose to 13,046.[10] The Speaker of the Federation Council, Valentina Matvienko, said that two members were infected with the virus and as a result, were absent at a session, with one in serious condition in hospital. She urged members to comply with the sanitary and epidemiological requirements.[263] St. Petersburg's authorities agreed with business representatives on conditions for a new stage in the easing of restrictions beginning on 27 July allowing for restaurants and shopping centres to reopen.[264] The acting governor of Khabarovsk Krai, Mikhail Degtyarev, allowed a tightening of restrictions following an increase in reported infections.[265] Tatyana Golikova said that the country plans to resume some international flights on 1 August, with the list of destinations currently limited to Tanzania, Turkey and the United Kingdom. This would include airports in Moscow, St. Petersburg and Rostov-on-Don to and from the island of Zanzibar, London, Istanbul and Ankara. She said that more destinations in Turkey would be added from 10 August. She also said that a list of more countries was being worked on by authorities on a mutual basis.[266]

On 25 July, 5,871 new cases were confirmed, bringing the total number to 806,720. Confirmed deaths rose to 13,192.[10]

On 26 July, 5,765 new cases were confirmed, bringing the total number to 812,485. Confirmed deaths rose to 13,269.[10] The Health Minister, Mikhail Murashko, confirmed again that vaccinations against the virus would be voluntary and that the vaccination of the population will be done in stages, first to health workers.[267]

On 27 July, 5,635 new cases were confirmed, bringing the total number to 818,120. Confirmed deaths rose to 13,354.[10]

On 28 July, 5,395 new cases were confirmed, bringing the total number to 823,515. Confirmed deaths rose to 13,504.[10] The news agency TASS reported that the European Union would not open its borders with Russia until at least mid-August. Its source said that it was "too early" according to statistics, with the EU's "white list" currently containing 13 countries.[268] The State Research Center of Virology and Biotechnology VECTOR began clinical trials on volunteers of a vaccine.[269] The governor of Chukotka Autonomous Okrug, Roman Kopin was hospitalised with a suspected COVID-19 infection.[270]

On 29 July, 5,475 new cases were confirmed, bringing the total number to 828,990. Confirmed deaths rose to 13,673.[10] Interfax reported that a vaccine by the Gamaleya Centre is likely to be registered from 10 to 12 August and the vaccine could be administered to civilians from 15 August.[271]

On 30 July, 5,509 new cases were confirmed, bringing the total number to 834,499. Confirmed deaths rose to 13,802.[10]

On 31 July, 5,482 new cases were confirmed, bringing the total number to 839,981. Confirmed deaths rose to 13,963.[10] TASS reported that over 6,000 enterprises in Moscow received fines totalling 300 million rubles for violating face mask and glove requirements.[272]

August 2020

On 1 August, 5,462 new cases were confirmed, bringing the total number to 845,443. Confirmed deaths rose to 14,058.[10] Abkhazia opened its border with Russia and lifted all restrictions, following Prime Minister Mishustin's signing of an order to open its border with Abkhazia on 1 August.[273] The Minister of Health, Murashko, said that the vaccinations are planned to be covered by the budget. Mass vaccinations are planned to begin in October, first to health workers and teachers.[274] It was also reported that flights with Switzerland would resume on 15 August - flights would be operated once a week between Moscow and Geneva.[275][276]

On 2 August, 5,427 new cases were confirmed, bringing the total number to 850,870. Confirmed deaths rose to 14,128.[10] The director of the VECTOR Institute, Rinat Maksyutov, said that production of its vaccine is expected to start in November, with medical workers to be vaccinated first.[277] The head of Rospotrebnadzor, Anna Popova, said that the incidence of infections were stabilising or decreasing in 80 of the 85 federal subjects.[278]

On 3 August, 5,394 new cases were confirmed, bringing the total number to 856,264. Confirmed deaths rose to 14,207.[10] The Trade Minister, Denis Manturov, said that by the start of 2021, several million doses per month of a COVID-19 vaccine will be able to be produced by the Russian pharmaceutical industry. He also said that the production of the vaccine by the Gamaleya Centre should start in September.[279] The head of the RDIF said that by the end of the year, 10 million doses per month would be produced by the country.[280] The governor of Sverdlovsk Oblast extended the self-isolation regime for residents over 65 years old to 10 August.[281] RBC reported that over 15% of catering establishments in Russia did not reopen.[282] The RDIF announced start if deliveries of the coronavirus drug, Avifavir, to South Africa and 7 Latin American countries. The head of RDIF said that 15 countries already have been supplied with the drug.[283]

On 4 August, 5,159 new cases were confirmed, bringing the total number to 861,423. Confirmed deaths rose to 14,351.[10] The head of the Federal Tourism Agency, Zarina Doguzova, said that total losses for the tourism industry amounted to about 1.5 trillion rubles, with losses from the closure of the borders amounting to around 500 billion rubles.[284]

On 5 August, 5,204 new cases were confirmed, bringing the total number to 866,627. Confirmed deaths rose to 14,490.[10] The head of Kalmykia, Batu Khasikov, announced that he tested positive for the virus.[285] Prime Minister Mishustin lifted restrictions on railway links with Kaliningrad and other cities. It was originally suspended on 6 April and in July, trains were restarted from Moscow and St. Petersburg only for those with permanent resident permits in Kaliningrad Oblast.[286] Moscow's culture department was reported to have issued an order banning those with a temperature higher than 37 °C or other symptoms of illness from entering theatres and attending concerts.[287]

On 6 August, 5,267 new cases were confirmed, bringing the total number to 871,894. Confirmed deaths rose to 14,606.[10] Prime Minister Mishustin said that over 9 billion rubles would be allocated to premiums in 76 regions for doctors treating patients with the virus or suspected of having been infected.[288] The governor of St. Petersburg, Alexander Beglov, signed a decree easing restrictions - from 8 August, the ban on holding sports, cultural and entertainment events outside would be lifted and open-air amusement parks would reopen, however the use of face masks and social distancing requirements would still be required.[289] In Rostov Oblast, catering establishments would be allowed to reopen from 10 August.[290] The resumption of railway links between Abkhazia and Russia was reported to begin on 7 August.[291]

On 7 August, 5,241 new cases were confirmed, bringing the total number to 877,135. Confirmed deaths rose to 14,725.[10] Rosstat published mortality data for June which included 11,917 deaths for people with COVID-19.[292] Chelyabinsk Oblast extended restrictions until 23 August.[293] The Ministry of Health said that the registration of the vaccine was planned on 12 August, with the third phase of testing now underway.[294]

On 8 August, 5,212 new cases were confirmed, bringing the total number to 882,347. Confirmed deaths rose to 14,854.[10] The government of Ukraine said that it would close its border with Crimea from 9 August to 30 August, with only Crimean residents with Ukrainian citizenship being allowed to enter Crimea.[295]

On 9 August, 5,189 new cases were confirmed, bringing the total number to 887,536. Confirmed deaths rose to 14,931.[10]

On 10 August, 5,118 new cases were confirmed, bringing the total number to 892,654. Confirmed deaths rose to 15,001.[10]

On 11 August, 4,945 new cases were confirmed, bringing the total number to 897,599. Confirmed deaths rose to 15,131.[10] President Putin said in a meeting that the first vaccine in the world against the coronavirus, developed by the Gamaleya Research Institute of Epidemiology and Microbiology, was registered in Russia and that one of his daughters was vaccinated.[296] The previous day, the Association of Clinical Research Organisations, a union of pharmaceutical companies in Russia, urged the head of the Ministry of Health to delay the registration due to incomplete testing.[297] The head of the RDIF stated that 20 countries had requested in total 1 billion doses of the vaccine, named Sputnik V.[298]

On 12 August, 5,102 new cases were confirmed, bringing the total number to 902,701. Confirmed deaths rose to 15,260.[10] The head of the Ministry of Health, Murashko, said that the first batches of the vaccine would be released within two weeks and delivered for the vaccination of high-risk medics who would be monitored.[299] The World Health Organization said it was in contact with Russian scientists and authorities for the opportunity to analyse data of vaccine trials, RBC reported.[300]

On 13 August, 5,057 new cases were confirmed, bringing the total number to 907,758. Confirmed deaths rose to 15,384.[10] Moscow's mayor, Sobyanin, denied reports that restrictions would be re-introduced in September.[301]

On 14 August, 5,065 new cases were confirmed, bringing the total number to 912,823. Confirmed deaths rose to 15,498.[10] A survey by the "Doctor's Handbook" found that the majority of doctors interviewed (52%) said they were not ready to receive the vaccine developed by the Gamaleya Centre while 24.5% were, with most saying that there was not enough data for the effectiveness of the vaccine.[302]

On 15 August, 5,061 new cases were confirmed, bringing the total number to 917,884. Confirmed deaths rose to 15,617.[10] The first batch of the vaccine developed by the Gamaleya Centre was produced in Russia, according to the Ministry of Health's press service.[303]

On 16 August, 4,969 new cases were confirmed, bringing the total number to 922,853. Confirmed deaths rose to 15,685.[10]

On 17 August, 4,892 new cases were confirmed, bringing the total number to 927,745. Confirmed deaths rose to 15,740.[10] Mexico's president, Andrés Manuel López Obrador said that he would volunteer to test a Russian vaccine if it proved to be effective.[304] In Sverdlovsk Oblast, a number of restrictions were eased with all catering establishments being allowed to reopen (which were previously closed on 28 March) as well as places like recreation centres.[305]

On 18 August, 4,748 new cases were confirmed, bringing the total number to 932,493. Confirmed deaths rose to 15,872.[10] The Energy Minister, Alexander Novak, was reported to have been infected with the virus.[306] The authorities of Krasnodar Krai extended the high-alert regime until 3 September.[307]

On 19 August, 4,828 new cases were confirmed, bringing the total number to 937,321. Confirmed deaths rose to 15,989.[10]

On 20 August, 4,785 new cases were confirmed, bringing the total number to 942,106. Confirmed deaths rose to 16,099.[10] TASS reported that mass testing of the vaccine developed by the Gamaleya Centre would involve more than 40,000 people.[308] The Deputy Prime Minister for Construction, Housing and Utilities and Regional Development Marat Khusnullin had announced that he was vaccinated with the vaccine developed by the Gamaleya Centre.[309]

On 21 August, 4,870 new cases were confirmed, bringing the total number to 946,976. Confirmed deaths rose to 16,199.[10] It was reported that Mexico would receive at least 2,000 doses of the vaccine developed by the Gamaleya Centre as part of clinical trials in the third phase.[310] A clinical trial of the vaccine developed by the VECTOR Institute is due to be completed in September, it was reported.[311]

On 22 August, 4,921 new cases were confirmed, bringing the total number to 951,897. Confirmed deaths rose to 16,310.[10]

On 23 August, 4,852 new cases were confirmed, bringing the total number to 956,749. Confirmed deaths rose to 16,383.[10]

On 24 August, 4,744 new cases were confirmed, bringing the total number to 961,493. Confirmed deaths rose to 16,448.[10]

On 25 August, 4,696 new cases were confirmed, bringing the total number to 966,189. Confirmed deaths rose to 16,568.[10] It was reported that Cyprus would allow certain Russian nationals (those who permanently reside there and their families, those with a residence permit or entry permit from Cypriot authorities as well as diplomats) to enter the country after its health ministry updated its assessment of the epidemiological situation in other countries.[312] It was also reported that President Putin instructed the government to allocate funds from the budget to medical organisations for the costs of combating the virus.[313] The website Znak reported that Moscow's mayor, Sobyanin, had been vaccinated with the vaccine developed by the Gamaleya Centre, according to two sources close to him. His press secretary said that she had "no such information".[314]

On 26 August, 4,676 new cases were confirmed, bringing the total number to 970,865. Confirmed deaths rose to 16,683.[10] It was reported that the head of the Tuvan Republic, Sholban Kara-ool, was thought to have been reinfected with the virus twice in what may have been the first case of reinfection in Russia.[315]

On 27 August, 4,711 new cases were confirmed, bringing the total number to 975,576. Confirmed deaths rose to 16,804.[10] Sverdlovsk Oblast's governor, Yevgeny Kuyvashev, said that cinemas, theatres and concert arenas would be allowed to reopen in the region on 9 September, with restrictions including a maximum attendance of 50% the number of seats. Sanitisers would also be installed and temperatures of attendees would be measured at the entrance.[316]

On 28 August, 4,829 new cases were confirmed, bringing the total number to 980,405. Confirmed deaths rose to 16,914.[10] The science and education minister, Valery Falkov, said that Russian universities were organising distance learning for foreign students who are unable to attend due to closed borders. Falkov had previously said that most classes would begin on 1 September and be subject to sanitary measures. The deputy prime minister Tatiana Golikova also previously said that higher education institutions would be able to postpone the start of the academic year by a maximum of two months, with 92% of universities starting normally.[317]

On 29 August, 4,941 new cases were confirmed, bringing the total number to 985,346. Confirmed deaths rose to 17,025.[10] The government website stated that additional funds allocated to the Ministry of Health and Federal Biomedical Agency was approved for payments to doctors.[318] According to a letter by Rospotrebnadzor head, Anna Popova, foreign students may be allowed to enter the country to study at universities, provided that they have a medical document confirming a negative test and received it no more than 3 days before their arrival.[319] President Putin on state TV said that the next academic year would begin on 1 September and called for the compliance with health guidelines and safety requirements. He confirmed that there would be face-to-face teaching but noted a "flexible" approach to this.[320]

On 30 August, 4,980 new cases were confirmed, bringing the total number to 990,326. Confirmed deaths rose to 17,093.[10] Moscow's mayor, Sobyanin, said that no mass celebrations or events were planned for City Day, saying that the holiday would be "calm, homely... in parks, squares, at festival grounds".[321] The education ministry said that teachers would not be required to be vaccinated.[322]

On 31 August, 4,993 new cases were confirmed, bringing the total number to 995,319. Confirmed deaths rose to 17,176.[10] The science and education ministry said that rules and requirements for student dormitories were placed.[323] The head of Rospotrebnadzor confirmed the beginning of the academic year the next day on a full-time basis, saying the current epidemiological situation makes it possible to do so. The health ministry had also previously gave recommendations for parents for the next school year.[324] The industry and trade minister, Denis Manturov, said that the company BIOCAD will become the manufacturer of a second Russian vaccine developed by the VECTOR institute.[325] The health minister, Marushko, said that large batches of the vaccine would start being supplied in September, with maximum volumes by November and December.[326]

September 2020

On 1 September, 4,729 new cases were confirmed, bringing the total number to 1,000,048.[10] The director of the Gamaleya Centre said that a stage 3 test for its vaccine would begin in Moscow, consisting of 40,000 volunteers with clinics receiving the vaccine from 3–4 September.[327]

On 2 September, 4,952 new cases were confirmed, bringing the total number to 1,005,000. Confirmed deaths rose to 17,414.[10] The director of the Gamaleya Centre said that trials for stage 3 testing would be planned on volunteers over 60 years of age. The health ministry said earlier that the vaccine is not yet recommend for those over 60 and under 18 years of age.[328] The trade and industry minister, Denis Manturov, was vaccinated against the virus using the vaccine developed by the Gamaleya Centre and described his experience.[309] The leader of the Liberal Democratic Party of Russia, Vladimir Zhirinovsky, was reported to have been vaccinated after volunteering.[329]

On 3 September, 4,995 new cases were confirmed, bringing the total number to 1,009,995. Confirmed deaths rose to 17,528.[10] Moscow's mayor, Sobyanin, signed a decree to allow exhibitions and congresses to resume.[330]

On 4 September, 5,100 new cases were confirmed, bringing the total number to 1,015,105. Confirmed deaths rose to 17,649.[10] It was reported that vice mayors of Moscow, Anastasia Rakova and Vladimir Efimov, were vaccinated, where nearly all heads of departments were vaccinated after Sobyanin was vaccinated.[331] Sobyanin had also discussed his vaccination with President Putin in a videoconference.[332] Flights to Egypt, the Maldives and the United Arab Emirates was added to the list of countries where flights are planned to be resumed.[333]

On 5 September, 5,205 new cases were confirmed, bringing the total number to 1,020,310. Confirmed deaths rose to 17,759.[10] Defense Minister Sergei Shoygu reported his condition on state TV after being vaccinated. Numerous other government officials and local officials were reported to have been vaccinated or discussed their experience in recent weeks.[334] Sobyanin stated that journalists, health workers, education workers and law enforcement may be among the first to be able to get vaccinated, saying that "serious mass vaccination" would happen at the end of the year and beginning of the next year.[335]

On 6 September, 5,195 new cases were confirmed, bringing the total number to 1,025,505. Confirmed deaths rose to 17,820.[10] First Deputy Minister of Education Dmitry Glushko said that several schools were forced to switch to remote learning immediately after the start of the school year due to outbreaks. He also said that parents were given the right to choose the format of education for their children.[336]

On 7 September, 5,185 new cases were confirmed, bringing the total number to 1,030,690. Confirmed deaths rose to 17,871.[10] The head of Roszdravnadzor, Alla Samoilova, said that there were inaccuracies in mortality statistics, with discrepancies in the data for hospitals that were designated to treat coronavirus patients, where some had coded the cause of death differently leading to cases where there were hospitals that recorded almost all deaths as caused by COVID-19 or almost all deaths were ascribed to other causes.[337]

On 8 September, 5,099 new cases were confirmed, bringing the total number to 1,035,789. Confirmed deaths rose to 17,993.[10] The health ministry's press service said that the first batches of the vaccine developed by the Gamaleya Centre had entered civilian circulation.[338] Professor Alexander Butenko of the Gamaleya Centre said that there would be two versions of the vaccine: one for adults and one for children. He said that the dosage for children would be reduced.[339]

On 9 September, 5,218 new cases were confirmed, bringing the total number to 1,041,007. Confirmed deaths rose to 18,135.[10] Authorities said that the final trials of the vaccine developed by the Gamaleya Centre had begun. Health Minister Mikhail Murashko said that 31,000 out of the announced 40,000 volunteers had been recruited for the study. Deputy Moscow Mayor Anastasia Rakova said that over 35,000 Muscovites applied to take part in the trials.[340]

On 10 September, 5,363 new cases were confirmed, bringing the total number to 1,046,370. Confirmed deaths rose to 18,263.[10] Anastasia Rakova said that Moscow authorities will not require anymore a two-week home quarantine period for people with symptoms of acute respiratory infection if they test negative for the coronavirus. They are required to take a test though.[341] The Bolshoi Theatre cancelled its show of Don Carlos as a soloist was infected with the virus.[342]

On 11 September, 5,504 new cases were confirmed, bringing the total number to 1,051,874. Confirmed deaths rose to 18,365.[10] RBC cited a survey that said that 45.6% of Russian respondents would never get a vaccination against the coronavirus, regardless if the vaccine is domestic or foreign. This figure increased by almost 8% compared to the previous month. Only 13.2% would choose to get vaccinated as soon as it is possible, and 18.6% plan to wait until next year to decide.[343]

On 12 September, 5,488 new cases were confirmed, bringing the total number to 1,057,362. Confirmed deaths rose to 18,484.[10]

On 13 September, 5,449 new cases were confirmed, bringing the total number to 1,062,811. Confirmed deaths rose to 18,578.[10] Regional elections in Russia were held, with social distancing measures and sanitary requirements for polling stations. Voting was also extended to three days, taking place from 11 September to 13 September, with the main voting day on the last day, as well as other changes.[344]

On 14 September, 5,509 new cases were confirmed, bringing the total number to 1,068,320. Confirmed deaths rose to 18,635.[10] Prime Minister Mishustin signed a decree to extend incentive payments to medical workers for another month.[345] Moscow's mayor, Sobyanin, said that the authorities are confident that the situation is stable in Moscow and that additional restrictions and measures would not be required for the time being.[346] TASS reported that the first batch of the vaccine by the Vector Institute may be released in November.[347] It was reported that health officials proposed to deprive medical workers of incentive payments if they refused to get vaccinated.[348]

On 15 September, 5,529 new cases were confirmed, bringing the total number to 1,073,849. Confirmed deaths rose to 18,785.[10] The head of Rospotrebnadzor Anna Popova said that 26 vaccines in 17 scientific organisations against the coronavirus were being developed in Russia.[349] State Duma Speaker Vyacheslav Volodin said that some deputies had signed up to volunteer for vaccination.[350]

On 16 September, RDIF said in a press release that it would be cooperating with Dr. Reddy's Laboratories in carrying out clinical trials and to supply 100 million doses of the Sputnik V vaccine in India once final trials and regulatory steps are completed, with deliveries expected to begin at the end of 2020.[351] The government approved an increase in the tax of extracting metals and minerals by 3.5 times which is expected by the finance ministry to increase the budget by 56 billion rubles in 2021, however industry associations and unions as well as the Russian Union of Industrialists and Entrepreneurs criticised the measure.[352]

On 17 September, RBC reported that pharmacies in Russia would begin selling Coronavir and Areplivir for treatment of the virus.[353]

On 18 September, it was reported that the mayor of the town Plast and head of the Plastovsky District in Chelyabinsk Oblast, Aleksandr Neklyudov, had died from the virus.[354] It was reported that the health ministry would include the drug Favipiravir, which was approved for treatment of the virus, in the list of essential drugs (Russian: жизненно необходимых важнейших лекарственных препаратов (ЖНВЛП)) which regulates maximum prices.[355]

On 19 September, Bashkortostan's authorities introduced a special procedure for the movement of persons and vehicles in the republic. In two cities and five districts, non-residents would not be allowed to stop there with exceptions including work, emergencies or the movement of emergency services. Local residents would be able to move around with the use of special passes.[356] The governor of Saratov Oblast, Valery Radaev, announced that he was infected with the virus and would work in self-isolation. Other regional heads who were previously infected included Alexander Brechalov, Batu Khasikov, Dmitry Makhonin and Dmitry Artyukhov.[357]

On 20 September, Prime Minister Mishustin signed a decree resuming flights with 4 countries. Flights with Belarus, Kazakhstan and Kyrgyzstan would resume on 21 September while flights with South Korea would resume on 27 September. Other countries where flights have been resumed include Egypt, the Maldives, Tanzania, Turkey, Switzerland, the UAE and the UK.[358] It was reported that the first group of Russian volunteers for a Chinese vaccine, Ad5-nCoV, received the vaccine, with no side effects reported.[359]

On 22 September, it was reported that the governor of Altai Krai, Viktor Tomenko, was infected with the virus and as a result has moved to working remotely.[360] Moreover, the head of Adygea, Murat Kumpilov, confirmed that he was infected with the virus and was now working remotely.[361] The health ministry authorised clinical trials of a vaccine developed by the Chumakov Federal Scientific Centre for Research.[362] The State Duma's speaker, Vyacheslav Volodin, said that ten deputies were hospitalised and being treated for the virus.[363] The head of RFID, Kirill Dmitriev, said to Reuters that said that "Russia is so confident" in the Sputnik V vaccine that it would share legal liability for unexpected side effects. He said that a major differentiating factor with the Western vaccines was that "all of them are asking for full indemnity of legal risks."[364]

On 23 September, Rospotrebnadzor head, Anna Popova, signed a decree which requires Russian citizens who have returned from abroad by plane to stay home until they receive a negative test result.[365] It was reported that a State Duma deputy from the Communist Party, Vakha Agaev, had died from the virus, becoming the first victim among State Duma members.[366] President Putin announced the imminent registration of a second Russian vaccine against the virus.[367]

On 24 September, Sberbank's press service said that half of its employees were moved to working remotely following a request by Moscow authorities.[368] Moscow's mayor, Sobyanin, said that the situation in Moscow was getting more complicated with a "serious increase in hospitalisations". It was also reported that he had written to the heads of large companies including Rostec, Sberbank and Yandex to request more of their employees to be switched to working remotely.[369]

On 25 September, Moscow's mayor, Sobyanin, published an appeal to employers in the city to transfer as many employees possible to working remotely. New recommendations were also introduced in the city, with residents over the age of 65 advised to not leave their home unless absolutely necessary.[370]

On 26 September, new recommendations were introduced in Moscow Oblast, similar to those introduced in the capital, with residents over the age of 65 and those with chronic illnesses advised to not leave their homes unless necessary. Employers were also advised to switch as many employees possible to working remotely.[371]

On 27 September, Sobyanin announced that the heating season in the city would begin the next day, earlier than usual. He also said that recommendations for the eldery and those with chronic illnesses to stay home would come into force that day.[372]

On 28 September, Rospotrebnadzor head, Anna Popova, said that there was no need for new strict restrictions due to a rise in cases. She said that the situation had changed compared to the beginning of the year as well as the understanding of the virus, and attributed the rise in cases due to the seasonality of the virus.[373] Moscow's health department denied reports on social networks of the death of a doctor after being vaccinated.[374] Kremlin spokesman, Dmitry Peskov, said that authorities would look into the situation with additional payments for health workers after protests were staged by the All-Russian campaign "Pay for COVID!".[375]

On 29 September, the health ministry said that hospital bed capacity for coronavirus patients was 89% full. Assistant Minister of Health Alexei Kuznetsov said that out of 129,750 beds deployed for coronavirus patients, 115,500 were occupied. He also said that capacity would be raised if necessary and noted that during the peak of the outbreak, 184,000 beds were assigned for coronavirus patients.[376] Sobyanin announced that the autumn school holidays in Moscow would be raised from one week to two weeks.[377] Sobyanin also signed a decree which states that stay-at-home recommendations would be last until 28 October.[378] The Chairman of the State Duma, Volodin, said that 18 deputies were in hospital with the virus and that overall 60 deputies have been ill. The State Duma would also partially switch to working remotely.[379]
