Visa requirements for Indian citizens

Visa requirements for Indian citizens are administrative entry restrictions by the authorities of other states placed on citizens of India. As of 1 January 2021, Indian citizens had visa-free or visa on arrival access to 61 countries and territories, ranking the Indian passport 81st in terms of travel freedom according to the Henley Passport Index.[1] With visa free entry to 20 countries and visa on arrival facility to 41 countries India shares 60th rank in Global Passport Power Rank.[2]

Recent changes

The requirement for a visa was removed by Indonesia in July 2017, Qatar in August 2017,[3] Serbia in September 2017,[4] Tunisia in October 2017.

e-Visa status was granted to parts of the Russian Far East: Primorye and the rest of Khabarovsk, Sakhalin, Chukotka and Kamchatka regions in 2018 [5]

Kyrgyzstan followed suit with online visitor visas in September 2017, Armenia in November 2017,[6][7] and both Vietnam[8] and Uzbekistan in 2018.[9]

Indians already in possession of a valid UK, United States, Canada or Schengen visa became eligible to apply for a visa on arrival for Oman in October 2017,[10] Armenia in November 2017.[6] and Chile (US visa only) in April 2019.[11]

Similarly, Argentina allowed Indian nationals with a valid US visa to apply for a ETA in March 2019.

All Indian passport bearers became eligible for a visa on arrival for Gabon in October 2017,[12] Rwanda in January 2018, Zimbabwe,[13] Angola[14] and Jordan (but only with a valid Schengen, UK, US or Canadian visa) in December 2019,[15] the Bahamas (but only with a valid Schengen, UK, US or Canadian visa) on 24 April 2018[16] and Iran on 22 July 2018.[17]

Eligible Indian travelers can now participate in the Global Entry program for expedited entry into the United States.[18]

France abolished airport transit visas (ATV) for Indian nationals after 23 July 2018.[19]

Bangladesh and India both agreed to abolish visa application fees for each other's citizens in 2018. Thus Indian passport holders, who apply for a Bangladeshi visa in India, do not have to pay any visa application fee.[20][21]

Myanmar has announced visa-on-arrival for Indian tourists entering the country through the international airports of Nay Pyi Taw, Yangon and Mandalay beginning 12 December 2018.[22]

Kazakhstan has introduced a procedure for obtaining a single entry visa in electronic format from 1 January 2019.

Sri Lanka has announced Free visa-on-arrival for Indian tourists, effective from 1 August 2019.[23]

Ecuador imposed visa restrictions on Indian nationals effective August 12, 2019.[24]

Barbados has announced visa-free tourist and business visa for Indian nationals[25][26]

South Africa has announced an e-visa system for Indian travelers from April 1, 2020.[27][28]

Ukraine has began offering e-visas for tourism to Indian travelers from August 14, 2020.[29]

Russia is going to issue e-Visa to Indian citizens for stay upto 16 days starting from 1 January 2021.

Oman announced visa free to Indian citizens up to 14 days for tourism.[30]

The 24-hour transit rule allows multiple stops within Mainland China for most airports, as long as the traveler has a flight, cruise or train segment leaving Mainland China in 24 hours, so it is possible to enter through a port of entry in China, take multiple segments of domestic flights within China, and depart from a different port of entry in less than 24 hours. Multi-stop transit is not allowed in some airports listed below.

Reciprocity

The Indian Government has not drafted any laws to mandate reciprocity in visa agreements with other countries. While a very small number of bilateral agreements have concluded with reciprocity for visa arrangements, a large number of visa relationships continue to be highly skewed to one side or the other.

In 2015, Iran revoked visa-on-arrival for Indian citizens after it was included as one of the eight countries in India's Prior Reference Category, which would be excluded from India's visa liberalisation plans for foreign tourists.[406] The other countries on the list at the time were Pakistan, Afghanistan, Iraq, Somalia, Nigeria and Sudan.[406]

Non-visa restrictions

Blank passport pages

Many countries require a minimum number of blank pages to be available in the passport being presented, typically one or two pages.[408] Endorsement pages, which often appear after the visa pages, are not counted as being available.

Vaccination

An International Certificate of Vaccination or Prophylaxis is required to prove that someone has been vaccinated against yellow fever

Many African countries, including Angola, Benin, Burkina Faso, Cameroon, Central African Republic, Chad, Democratic Republic of the Congo, Republic of the Congo, Côte d'Ivoire, Equatorial Guinea, Gabon, Gambia, Ghana, Guinea, Liberia, Mali, Mauritania, Niger, Rwanda, São Tomé and Príncipe, Senegal, Sierra Leone, South Sudan, Uganda, and Zambia, require all incoming passengers to have a current International Certificate of Vaccination or Prophylaxis, as does the South American territory of French Guiana.[409]

Some other countries require vaccination only if the passenger is coming from an infected area or has visited one recently.[410]

Passport validity length

In the absence of specific bilateral agreements, countries requiring passports to be valid for at least 6 more months on arrival include Afghanistan, Algeria, Anguilla, Bahrain,[411] Bhutan, Botswana, British Virgin Islands, Brunei, Cambodia, Cameroon, Cape Verde, Cayman Islands, Central African Republic, Chad, Comoros, Costa Rica, Côte d'Ivoire, Curaçao, Ecuador, Egypt, El Salvador, Equatorial Guinea, Fiji, Gabon, Guinea Bissau, Guyana, Haiti, Indonesia, Iran, Iraq, Israel,[412] Jordan, Kenya, Kiribati, Kuwait, Laos, Madagascar, Malaysia, Marshall Islands, Mongolia, Myanmar, Namibia, Nepal, Nicaragua, Nigeria, Oman, Palau, Papua New Guinea, Philippines, Qatar, Rwanda, Samoa, Saudi Arabia, Singapore, Solomon Islands, Somalia, Sri Lanka, Sudan, Suriname, Tanzania, Thailand, Timor-Leste, Tokelau, Tonga, Turkey, Tuvalu, Uganda, United Arab Emirates, Vanuatu, Venezuela, and Vietnam.[413]

Countries requiring passports valid for at least 4 months on arrival include Micronesia and Zambia.

Countries requiring passports valid for at least 3 months on arrival include Albania, Honduras, North Macedonia, Panama, and Senegal.

Countries requiring passports with a validity of at least 3 months beyond the date of intended departure include Azerbaijan, Bosnia and Herzegovina, Montenegro, Nauru, Moldova, and New Zealand. Similarly, the EEA countries of Iceland, Liechtenstein, Norway, all European Union countries (except the Republic of Ireland) together with Switzerland and the United Kingdom also require 3 months validity beyond the date of the bearer's intended departure unless the bearer is an EEA or Swiss national.

Bermuda requires passports to be valid for at least 45 days upon entry.

Countries that require a passport validity of at least one month beyond the date of intended departure include Eritrea, Hong Kong, Lebanon, Macau, the Maldives[414] and South Africa.

Other countries require either a passport valid on arrival or a passport valid throughout the period of the intended stay. Some countries have bilateral agreements with other countries to shorten the period of passport validity required for each other's citizens[415][416] or even accept passports that have already expired (but not been cancelled).[417]

Criminal record

Some countries, including Australia, Canada, Fiji, New Zealand and the United States,[418] routinely deny entry to non-citizens who have a criminal record.

Persona non grata

The government of a country can declare a diplomat persona non grata, banning their entry into that country. In non-diplomatic use, the authorities of a country may also declare a foreigner persona non grata permanently or temporarily, usually because of unlawful activity.[419]

Israeli stamps

Kuwait,[420] Lebanon,[421] Libya,[422] Sudan,[423] Syria,[424] and Yemen[425] do not allow entry to people with passport stamps from Israel or whose passports have either a used or an unused Israeli visa, or where there is evidence of previous travel to Israel such as entry or exit stamps from neighbouring border posts in transit countries such as Jordan and Egypt.

To circumvent this Arab League boycott of Israel, the Israeli immigration services have now mostly ceased to stamp foreign nationals' passports on either entry to or exit from Israel (unless the entry is for some work-related purposes). Since 15 January 2013, Israel no longer stamps foreign passports at Ben Gurion Airport. Passports are still (as of 22 June 2017) stamped at Erez when passing into and out of Gaza.

The Saudi Commission for Tourism and National Heritage claims that having an Israeli stamp does not disqualify someone from visiting Saudi Arabia.[426]

Iran refuses admission to holders of passports containing an Israeli visa or stamp that is less than 12 months old.

Armenian ethnicity

Due to a state of war existing between Armenia and Azerbaijan, the government of Azerbaijan not only bars entry of Armenian citizens, but also all citizens and nationals of any other country who are of Armenian descent, into the Republic of Azerbaijan.[427][428]

Azerbaijan also strictly bans any visit by foreign citizens to the separatist region of Nagorno-Karabakh[429] (the de facto independent Republic of Artsakh), its surrounding territories, and the Azerbaijani exclaves of Karki, Yuxarı Əskipara, Barxudarlı, and Sofulu which are de jure part of Azerbaijan but under the control of Armenia, without the prior consent of the government of Azerbaijan. Foreign citizens who enter these territories will be permanently banned from entering the Republic of Azerbaijan[430] and will be included in their "list of personae non gratae".[431] As of 2 September 2019, the list mentioned 852 people.

Upon request, the authorities of the largely unrecognised Republic of Artsakh may attach their visa and/or stamps to a separate piece of paper in order to avoid detection of travel to their territory.

Biometrics

A fingerprint scanner at Dulles International Airport collects biometric data on visitors, which can be used for confirming identities.

Several countries mandate that all travellers, or all foreign travellers, be fingerprinted on arrival and will refuse admission to or even arrest travellers who refuse to comply. In some countries, such as the United States, this may apply even to transit passengers who merely wish to quickly change planes rather than go landside.[432]

Fingerprinting countries include Afghanistan,[433][434] Argentina,[435] Brunei, Cambodia,[436] China,[437] Ethiopia,[438] Ghana, Guinea,[439] India, Japan,[440][441] Kenya (both fingerprints and a photo are taken),[442] Malaysia upon entry and departure,[443] Paraguay, Saudi Arabia,[444] Singapore, South Korea,[445] Taiwan, Thailand,[446] Uganda[447] and the United States.

Many countries also require a photo be taken of people entering the country. The United States, which does not fully implement exit control formalities at its land frontiers (although long mandated by its legislature),[448] [449] [450] intends to implement facial recognition for passengers departing from international airports to identify people who overstay their visa.[451]

Together with fingerprint and face recognition, iris scanning is one of three biometric identification technologies internationally standardised since 2006 by the International Civil Aviation Organization (ICAO) for use in e-passports[452] and the United Arab Emirates conducts iris scanning on visitors who need to apply for a visa.[453][454] The United States Department of Homeland Security has announced plans to greatly increase the biometric data it collects at US borders.[455] In 2018, Singapore began trials of iris scanning at three land and maritime immigration checkpoints.[456][457]

Visa Exemptions

In some instances, a Visa Exemption permits entry in lieu of obtaining a Visa/ Entry Visa if in possession of the following Visas or Permanent Relationships, this is not limited to entitlements or provisions laid down by the country's law. For example: Indian citizens holding valid US visa are permitted to enter Mexico on the basis of their US visa, without the need for a Mexican visa.

United States of America

Indian Citizens in possession of a valid United States Multiple Entry Visa in their passport may enter the following country(ies) visa-free: Albania, Argentina (Indian passport holders with a valid US B2 visa can avail an electronic travel authorization for the purposes of tourism), Bolivia, Bahamas, Belarus, Belize, Bosnia and Herzegovina, Chile, Colombia, Cuba, Dominican Republic, Georgia, Guatemala, Honduras, Mexico, Montenegro, Nicaragua, North Macedonia, Oman, Panama, Peru, Philippines, Saudi Arabia, South Korea, Turkey (eVisa), UAE.

European Union

European Union Family Member - Indian Citizens who are travelling with or joining their EU family members in the European Union in a Country other than where their family member is a citizen of does not require a Visa to enter and enjoy the same entry rights and stay, however this would be difficult to prove and as a result, entry could be refused. Visa should be applied for in advance which is usually with no or minimal requirements to meet if the applicant is a family member of an EU Citizen. For instance, a person who wants to travel with their spouse to France where their spouse is a Citizen of the Republic of Lithuania should apply for a Schengen Visa in advance or where a person wants to join their Lithuanian spouse who resides in France should also apply for a Schengen Visa in order to prove their right and avoid misconception. In most cases, airlines will not permit travel without a visa. There is no time limit a family member can stay (indefinite stay), they must just enter before the Visa expires if joining their family or travelling at the same time. There are no costs involved either. European Union citizens and their Indian family members will need to apply for settled or pre-settled status if they wish continue residing in the UK after 31 December 2020. Settled Status can be granted when the applicant has resided in the UK for 5 years and is valid indefinitely. In order to maintain settled status, people must visit the UK every 5 years. Pre-Settled status is granted when the applicant has resided in the UK for less than 5 years and is valid for 5 years. In order to maintain pre-settled status, people must visit the UK every two years. However, applicants would have to meet continuous residence until they reach 5 years if they want to qualify for settled status after 31 December 2020. It will not be possible to be granted another pre-settled Visa.

Schengen Visa (Long Stay) - Holder's of a Valid Long Stay Category D Visa who arrive in the Schengen European country of their Visa and apply for a Residence Card shortly after arriving will be able to use their EU residence permit/ card for travel within the Schengen States, if granted.

GCC visa

Air New Zealand, which flies daily from Heathrow via Los Angeles to Auckland, says there are currently “strict requirements for travellers” in transit at LAX. Through passengers to Auckland on flight NZ1 or Heathrow on NZ2 must apply in advance for an ESTA (online visa) even though they have no intention of staying in the US. They also have to undergo screening by the Transportation Security Administration.
