January

  • January 30
    • The first case of the disease was confirmed in the Philippines, which is a 38-year old Chinese woman.[1]
    • The Research Institute for Tropical Medicine began conducting confirmatory tests for the disease. Before this date, confirmatory tests were conducted abroad.[2]

February

  • February 2 – The first death from the disease in the Philippines was confirmed. This death is the first confirmed death outside the Chinese mainland.[3]
  • February 5
    • The first confirmed case of a Filipino citizen outside the Philippines was announced. The case is of a crew member of the cruise ship Diamond Princess quarantined off the coast of Yokohama, Japan.[4]
    • The third case in the country was confirmed.[5]
  • February 9–22 – Repatriates from Wuhan were quarantined at the New Clark City in Capas, Tarlac. None of them displayed any symptoms during the quarantine period and was released after they were cleared for the disease.[6]

  • March 6 – The fourth and fifth cases, an employee of Deloitte at Bonifacio Global City in Taguig, and a resident of Cainta, Rizal respectively, were confirmed on March 6. Both are Filipino citizens, making them the first and second cases of Filipinos inside the Philippines.[7]

    • The sixth case was confirmed on March 7. The case is of the wife of the fifth case diagnosed on March 5.[8]
    • The Department of Health confirmed that the fifth case was the first local transmission in the country. Code Red Sub-Level 1 was also raised as a precautionary measure.[9]
  • March 8
    • Four new cases were confirmed on March 8:
      • The seventh case is a Taiwanese national who got infected by another Taiwanese national that recently visited the Philippines. His symptoms began appearing on March 3.[10]
      • The eighth case is a Filipino citizen that recently visited Japan in the past two weeks. His symptoms began appearing on March 5.[10]
      • The ninth case is an American national with pre-existing hypertension that recently traveled to the US and South Korea. His symptoms began appearing on March 1.[10]
      • The tenth case is a Filipino citizen with no travel history outside of the country. He had contact with confirmed COVID-19 cases but his exposure is still under investigation by the DOH.[10]
  • March 9
    • Ten new cases were initially confirmed on March 9, totaling 20 cases.[11]
    • On Monday evening, March 9, President Duterte has formally declared a state of public health emergency in the Philippines.[12] The president also suspended all classes, in public and private, in Metro Manila from March 10 to 14 and confirmed four more cases, totaling 24 cases.[13]
    • The first cases in Bulacan, a resident of San Jose del Monte,[14] and Cavite, a resident of Imus,[15] were also confirmed.
  • March 10 – Eleven new cases were initially confirmed on March 10. The DOH later corrected that two cases were repeat tests, totaling 33 cases.[16]
  • March 11 – Sixteen new cases were confirmed on March 11, totaling 49 cases.[17]
  • March 12
    • Three new cases were confirmed on March 12, totaling 52 cases.[23]
    • Vice-President Robredo on March 12 addressed the public about COVID-19. The vice-president urged the government to adopt work from home, fast-track the process of test-kits, and protect the vulnerable from the pandemic.[24][25]
    • President Duterte announces a partial lockdown on Metro Manila beginning at midnight on March 15 that will cover 16 cities and one municipality. Land, domestic air, and domestic sea travel to and from Metro Manila shall be suspended until April 14, 2020 (international departures will be permitted). Entry travel restrictions shall be imposed upon those traveling from countries with localized COVID-19 transmissions, except for Filipino citizens (including their foreign spouse and children) or holders of Permanent Resident Visas and Diplomat Visas. Mass transportation within Metro Manila shall continue to operate with social distancing guidelines.[26][27][28]
  • March 13 – Twelve new cases were confirmed on March 13, totaling 64 cases.[29]

    • The National Capital Region and the municipality of Cainta in Rizal have been placed under "community quarantine" or a partial lockdown that will last until April 14.
    • Twenty-nine new cases have been confirmed on March 15, totaling 140 cases.[36]
    • The PNP announced that an officer assigned to the CIDG showed symptoms of COVID-19 while having a diabetic condition. He died on March 14 with the test results released by March 17.[37]
    • The first case in the Davao Region was confirmed as the cities of Davao and Tagum declare a "partial lockdown" of their respective areas.[38]
  • March 16
    • Two new cases have been confirmed on March 16, totaling 142 cases.[39]
    • President Duterte announces the placement of the entire island of Luzon including its associated islands on "enhanced community quarantine," in effect imposing a lockdown on the island.[40]
  • March 17
    • The Department of Health confirmed that the occurrence of community-based transmission of the coronavirus in the Philippines.[41]
    • Forty-five new cases were confirmed on March 17, totaling 187 cases.[42]
    • A Diamond Princess repatriate who tested positive of the virus has completely recovered from the disease and was discharged within the same day. This brings a total of 4 recoveries among infected patients in the Philippines.[43]
    • On March 17, President Rodrigo Duterte has signed Proclamation No. 929 that placed the entire Philippines under the state of calamity on account of COVID-19.[44][45][46][47][48]
  • March 18
    • Six new cases were confirmed on March 18, totaling 193 cases.
    • The total confirmed cases of COVID-19 surpassed the 200-benchmark. Eleven new cases were later confirmed, totaling 202 cases. Three fatalities were confirmed totaling 17 deaths.[49]
    • Cebu confirmed its first case from a patient confined in a hospital in Mandaue.[50]

  • March 19
    • Fifteen new cases were confirmed on March 19, totaling 217 cases.[51]
    • DOH Secretary Francisco Duque was placed under home quarantine after one of the department's senior officials tested positive for the disease.[52]
    • DFA Secretary Teodoro Locsin, Jr. announced the temporary suspension of visa issuance to all foreign individuals and cancellation of existing ones.[53]
  • March 20
    • On March 20, President Duterte addressed the nation through the House of Representatives and gave additional orders to the people and the government to alleviate the spread of COVID-19.[54]
    • Thirteen additional cases of the disease were confirmed, totaling 230 cases. One fatality was also confirmed, totaling 18 deaths.[55]
    • Bacolod records its first case from a patient confined in an unspecified private hospital.[56]
  • March 21
    • Thirty-two new cases were initially confirmed on March 21, totaling 262 cases. One fatality and five recoveries were also confirmed totaling 19 deaths and 13 recoveries.[57]
    • Forty-five additional new cases were confirmed later, surpassing the 300-mark and totaling 307 cases.[58]

  • March 22

  • March 23
    • Sixteen new cases were confirmed on March 23, totaling 396 cases. Eight deaths and three recoveries were also confirmed totaling 33 deaths and 18 recoveries.[64]
    • The Senate and the House of Representatives had a special session, on March 23, to deliberate President Duterte's request to realign funds for COVID-19 response.[65]
    • The first case in Baguio was confirmed.[66]
    • Sixty-six additional new cases were later confirmed on March 23, surpassing the 400-mark and totaling 462 cases.[67]
    • The House of Representatives approved HB 6616 or "Bayanihan Act" on March 23, with 284-9-0 votes. This will empower President Duterte to handle COVID-19.[68]
    • President Duterte signs Administrative Order No. 26, which grants a maximum of ₱500 daily hazard pay for government personnel who still report for work regardless of employment status during the month-long lockdown of Luzon to control the spread of the new coronavirus disease (COVID-19).[69]
  • March 24
    • On March 24, with 12-0-0 votes (and 7-1-0 from non-attending senators), the Senate approved Senate Bill 1481 or "We Heal As One" that will grant President Duterte additional powers to handle COVID-19.[70]
    • Combining both versions of the Upper and the Lower Houses, the bill was named "Bayanihan to Heal as One Act". The bill was then sent to President Duterte for approval.[71]
    • Thirty-nine new cases were confirmed on March 24, surpassing the 500-mark and totaling 501 cases. They also confirmed the recovery of one patient, bringing the total number of recovered patients to 19.[72]
    • Fifty-one additional new cases were later confirmed on March 24, totaling 552 cases. They also confirmed two new deaths and two new recoveries of patients, bringing the death toll to 35 and recovered patients to 20.[73]
    • President Duterte had a short live address on March 24. The president commended the front-liners, the fallen doctors and the Congress and assured the public that the government will do its best to alleviate the impact of COVID-19 using the powers bestowed upon him.[74]

  • March 25
    • On March 25, President Duterte signed the "Bayanihan to Heal as One Act of 2020" into law, granting him 30 additional powers to handle COVID-19 and its projected aftermath.[76][77]
    • Eighty-four new cases were confirmed on March 25, surpassing the 600-mark and totaling 636 cases. They also confirmed six new recoveries and three new deaths, bringing the death toll to 38 and recovered patients to 26.[72]

    • The first case of COVID-19 in Zambales was confirmed on March 26.[78]

    • Three hundred forty-three new cases on March 29 was confirmed, bringing the COVID-19 cases in the country to 1,418. Three new deaths and seven new patients recovered, bringing the death toll to 71 and recovered patients to 42.[89]

    • The first cases in Zamboanga del Sur, Misamis Occidental, and Lanao del Norte were confirmed.[90][91][92]

  • April 1
    • Protesters demanding food aid were arrested by Quezon City police.[98]
    • President Duterte ordered soldiers to protect themselves from violent unruly protesters and quarantine violators.[99][100]
  • April 2 – The Philippine ambassador to Lebanon, Bernardita Catalla, died of COVID-19 in Beirut at the age of 62. She was the first Filipino diplomat to succumb to the disease.[101]
  • April 3 – Three hundred eight-five new cases were confirmed, thereby surpassing the 3,000th mark, bringing the COVID-19 cases in the Philippines to 3,018. Also recorded were twenty-nine new deaths and one new recovery, bringing the death toll to 136 and recovered patients to 52.[102]
  • April 5 – President Duterte signs Administrative Order No. 28, which giving of a one-time special risk allowance to government health workers.[103][104]
  • April 6 – It was announced that President Duterte was making consideration on extending the quarantine.[105]
  • April 9
    • Two hundred six new cases were confirmed on April 9, bringing the COVID-19 cases in the country to 4,076. Twenty-one new deaths and twenty-eight new recoveries were recorded, bringing the death toll to 203 and recovered patients to 124.[106]
    • Education secretary Leonor Briones tested positive with COVID-19, became the 2nd cabinet member contacted with the disease.[107]
  • April 12 – The Philippine government now requires public disclosure of personal information of COVID-19 patients to further contain the spread of the virus.[108]
  • April 14
    • Two hundred ninety-one new cases were confirmed on April 14, bringing the COVID-19 cases in the country to 5,223. Twenty new deaths and fifty-three new recoveries were recorded, bringing the death toll to 335 and recovered patients to 295.[109]
    • President Rodrigo Duterte has approved the Small Business Relief Program to help some 1.6 million small businesses and their 3.4 million employees affected by the implementation of the enhanced community quarantine in Luzon and other areas of the country.[110][111]

    • During a press conference that was held at 8 am, Duterte announced another extension for the enhanced community quarantine until May 15, 2020, but only for selected provinces that are considered as high-risk areas.   • May 1 – The enhanced community quarantine has been replaced with the general community quarantine in certain areas with lower risk of community transmission.   • May 16 – The IATF-EID issued Resolution No. 37, overriding prior plans, placing Metro Manila, the cities of Angeles and Bacoor, and the provinces of Laguna, Bataan, Bulacan, Nueva Ecija, Pampanga, and Zambales under modified enhanced community quarantine (MECQ), which is more lenient than an ECQ but stricter than a GCQ.   • May 26 – In a meeting of the Metro Manila Council, all mayors of Metro Manila cities have agreed that the National Capital Region will be placed from MECQ to GCQ effective June 1.     • The country breached 100,000-mark on the number of COVID-19 cases recorded with five thousand thirty-two new cases were confirmed, bringing the COVID-19 cases to 103,185. Twenty new deaths and three hundred one new recoveries were recorded, bringing the death toll to 2,059 and recovered patients to 65,557.[170]
    • Siquijor confirms first two cases of COVID-19, breaking its 6-month absence. The two cases traveled from Metro Manila through the country's Balik Probinsya program.[171][172]

  • October 5 – Department of Education officially opened school year 2020–2021 in over 47,000 public schools in the country through blended learning. For the first time in Philippine education system history, school opened in the homes of 22.44 million public school students.[190]
  • October 11 – Philippine Basketball Association games resumed after 7-months break at the PBA Bubble, Clark Freeport Zone, Pampanga amid the pandemic.[191]
  • October 16 – Indonesia surpassed the Philippines in the number of confirmed cases and related deaths due to COVID-19, highest in Southeast Asia. Indonesia reported 365,200 cases and 12,600 deaths, meanwhile the Philippines had over 359,100 infected patients and 6,600 death record.[192]
  • October 30 – Malacañang announced that Metro Manila, Batangas, Iloilo City, Bacolod City, Tacloban, Iligan City, and Lanao del Sur will be placed under GCQ for the month of November. Meanwhile, the rest of the country under MGCQ.[193]

November

  • November 3 – After 4 days of suspension, PBA games resumed, agreeing with recommendations by the IATF-EID. It was previously reported that a player and a game official tested positive with COVID-19.[194]
  • November 4 – President Duterte issued Executive Order No. 118, s. 2020, mandating DOH and DTI, to determine price ranges and to ensure accessibility and affordability of COVID-19 tests and test kits.[195]
  • November 11 – The country breached the 400,000 mark, with 1,672 new cases making the total of 401,416 confirmed cases.[196]
  • November 21 – Senate president Vicente Sotto III revealed senator Panfilo Lacson and Leyte congressman Martin Romualdez were the first high officials who had been inoculated with a COVID-19 vaccine[197]
  • November 24 – Bloomberg Survey placed Philippines at 43th out of 53 countries in COVID-19 Resilience Ranking, dropped behind compare to Asian neighbors.[198][199]
  • November 26 – The Senate approved P4.5-T 2021 national budget which includes increased funding for COVID-19 vaccines, continued contact tracing operations, RITM, and budgets of regional public hospitals including bed capacity and equipment and facilities upgrade.[200]
  • November 30 – President Duterte announced GCQ on NCR, Batangas, Iloilo City, Tacloban City, Lanao del Sur, Iligan, Davao City, and Davao del Norte from December 1–31, 2020. The rest of the country will be under MGCQ.

December

  • December 1 – President Duterte signed Executive Order No. 121, s. 2020, granting authority to FDA to issue emergency use authorization for COVID-19 drugs and vaccines.[201]
  • December 7 – Trade and Industry Secretary Ramon Lopez tested positive with COVID-19, became the 4th cabinet member contacted with virus after being exposed to a person with the disease. He is asymptomatic and his last known interaction with the President was on November 20, 2020 (19 days ago).[202]
  • December 8 – May Parsons, a Filipina nurse serving in the United Kingdom for 24 years, became the first in the world to administer a COVID-19 vaccine outside of clinical trials.[203]
  • December 9
  • December 14
    • President Rodrigo Duterte approved Deped's proposal to have face-to-face classes in identified areas with lower COVID-19 risk by January 2021, according to Malacañan's spokesperson, Sec. Harry Roque.[206]
    • BI and DOT supported the proposal of creating a global COVID-19 passport to allow international cross-border travel with stiffer health and safety measures.[207]
  • December 15 – IATF-EID placed Isabela (excluding the independent City of Santiago) in GCQ until December 31, 2020 upon the recommendation of Governor Rodolfo Albano III due to sudden spike of COVID-19 cases in the province.[208]
  • December 16 – Education secretary Leonor Briones recommended to conduct dry run for face-to-face classes in 1,114 schools nationwide within areas of low COVID-19 risk.[209]
  • December 17
    • World Bank approved $900-million loan for the country's COVID-19 recovery projects[210]
    • A businessman confirmed that unauthorized COVID-19 vaccination activities are happening in few undisclosed locations in the country without any government approval.[211]
    • DFA secretary Teodoro Locsin Jr. and Senator Panfilo Lacson blasted on the failure of the Health department to secure necessary documentary requirements including the Confidentiality Disclosure Agreement (CDA) that put the country's acquisition of 10-M doses of Pfizer vaccine in limbo. This was confirmed by Locsin after a meeting with Ambassador to the US Jose Manuel Romualdez, and US Secretary of State Mike Pompeo. Health secretary Francisco Duque III and country's vaccine czar Carlito Galvez Jr. later denied all the allegations, telling that they didn't dropped the ball and the apparent negotation for the said vaccine is still ongoing.[212]
  • December 19 – After a conversation with US Secretary Mike Pompeo, DFA secretary Teodoro Locsin Jr. confirmed that the US counterpart will try to recover the country's bid for Pfizer vaccine, even a fraction of 10-M agreed number of units.[213]
  • December 20
    • NCR's Regional Peace and Order Council issued Resolution No. 19-2020, banning the use of all firecrackers in whole Metro Manila during the holiday season amid the pandemic.[214]
    • Over 70 members of PNP-SAF were deployed in the City of Manila to implement health protocol amid the holiday season and with the pandemic. Mayor Isko Moreno clarified that the city won't implement a lockdown.[215]
  • December 21
    • Foreign Affairs secretary Teodoro Locsin Jr. revealed that the country is expected to receive 30 million doses of COVID-19 vaccine from Novavax as confirmed by Serum Institute of India, the world's largest vaccine producer.[216]
    • House Bill No. 8280 was filed by Ang Probinsyano Party-list Representative Ronnie Ong that aims to provide vaccine passports for COVID-19 and other infectious diseases.[217]
  • December 23 – Malacañang suspended incoming flights from the UK from December 24–31, 2020, over the fear of the new and more infectious coronavirus variant, VOC-202012/01. Consequently, all inbound passengers who have been in the UK within 14 days prior to arrival in the country are also barred from entry;[218] and travelers from the UK before the said dates are required to undergo quarantine.[219] As of December 23, at least 40 countries have already issued travel restrictions to and from the UK[220]
  • December 26 – Malacañang revealed that Pfizer-BioNTech had applied for an emergency use authorization (EUA) for its vaccine, to allow it's availability in the country.[221] Meanwhile, President Duterte declared that the country will terminate VFA if US fails to deliver COVID-19 vaccines.[222] President Duterte also applauded country's medical experts on their efforts to battle against the disease including its newly reported strain.[223] Thus, Malacañang canceled its order that allows face-to-face classes on January 2021 over the threat of the new variant.[224]
  • December 27
    • President Duterte revealed that many already received Sinopharm vaccine, including military men despite it has yet to get approval from FDA.[225]
    • Presidential Spokesperson Harry Roque announced that travelers from countries with reported new SARS-CoV-2 variant from the UK will be required to undergo a mandatory 14-day quarantine upon arrival in the country as approved by the President.[226]
    • The Philippines logged 883 new cases, the lowest total number of daily cases in 5 months since July 14, 2020 when the country reported 634 cases. This increased the total number of cases to 469,886, with 22,099 still active cases, 9,109 deaths, 438,678 recoveries, and recovery rate at 93.36%.[227]
  • December 28 – President Duterte announced new quarantine classifications from January 1–31, 2021 – places under GCQ are Metro Manila, Isabela, Santiago City, Batangas, Iloilo, Tacloban City, Lanao del Sur, Iligan City, Davao City, and Davao del Norte, while the rest of the country under MGCQ.[228]

  • December 30
    • PhilHealth announced that agency's premium rate is set increase in 2021 amid the pandemic to 3.50% of monthly basic salary from the present 3.00%. Individuals earning below P10,000 will have fixed rate of P350 per month while those earning P70,000 monthly or more is fixed at P2.450 per month. Based on the Republic Act No. 11223 or Universal health care (UHC) Law of 2018, the rate shall increase to increments of 0.5% annually, starting next year until will be peaked at 5% limit by 2025.[231]
    • At least 100 Filipinos and foreigners who arrived in the country on December 29, 2020 clamored on the unsuitable condition of the quarantine facility provided to them in one of hotels in Lemery, Batangas as they reached the said facility on December 30, 2020.[232]
  • December 31 – At the end of the year, the country recorded 1,541 new cases adding to the 474,064 total; and 296 new recoveries summing up to 439,796 total while increasing nation's recovery rate at 93%. The total number of deaths increased to 9,244 with 14 newly added fatalities count. The number of cases was lower than estimated data by OCTA Research Group.[233]

2021

January

  • January 3 – The country banned the entry of travelers from the US until January 15, 2021, as the new virus variant was detected in Florida. This also include those who have been to the US within 14 days prior to their arrival in the country as revealed by spokesperson Harry Roque.[234]
  • January 4
    • NBI's spokesperson Ferdinand Lavin said that the bureau will investigate PSG's illegal COVID-19 vaccination.[235]
    • Manila will provide mandatory free confirmatory COVID-19 tests to all its returning residents but violators will face criminal charges as declared by mayor Isko Moreno[236]
    • Makati will provide free COVID-19 vaccine to its constituents as the city government allocated P1 billion, (the largest amount of vaccine fund for a city in the country) according to city mayor Abby Binay. However, the city is yet to disclose the source of the vaccine.[237] Later on January 12, 2021, it was revealed that the vaccine will be AstraZeneca's AZD1222.[238]
  • January 6
    • A traveler from the Philippines has been tested positive for the new virus strain of COVID-19 in HK. The patient arrived in HK via Philippine Airlines flight PR300 on December 22.[239] Meanwhile, DOH firmly stated the presence of B.1.1.7 strain in the country has not yet been detected.[240]
    • The country added travel ban to foreigners from 6 more countries namely – Brazil, Finland, India, Jordan, Norway, and Portugal from January 8–15, 2020 amid the new virus variant as announced by Malacañang based on the joint recommendation of DOH and DFA. Foreigners who obtained negative RT-PCR test results before January 8 will still required to undergo facility-based 14-day quarantine.[241]
  • January 8 – The country issued travel ban to foreigners from Austria and South Africa over new coronavirus strain from January 10–15, 2020 as announced by the Palace.[242]
  • January 9
  • January 11
  • January 12 — The country extended travel ban to China, Jamaica, Luxembourg, Oman, and Pakistan from January 13–15, 2021 amid the threat of new virus strain. Meanwhile, Filipinos coming from these countries are required to undergo mandatory 14-day quarantine.[252]
  • January 13 — Philippine Genome Center (PGC) together with DOH officially confirmed that the more contagious B.1.17 virus variant already reached the country when a swab test from a 29-year old businessman from Kamuning, Quezon City who arrived on January 7, 2021 from UAE yielded a positive result to the variant. The patient experienced pneumonia while his female partner had negative result. Consequently, DOH and Quezon City Epidemiology and Surveillance Unit (CESU) immediately conducted contract tracing over the incident.[253]
  • January 14 — Food and Drug Administration (FDA) approved Emergency Use Authorization (EUA) for Pfizer–BioNTech COVID-19 vaccine roll-out. This is the first EUA granted in the country[254]
  • January 15
    • The country extended travel ban to 35 countries and territories which includes Australia, Austria, Brazil, Canada, China, Denmark, Finland, France, Germany, HK, Iceland, India, Ireland, Israel, Italy, Jamaica, Japan, Jordan, Lebanon, Luxembourg, Netherlands, Norway, Oman, Pakistan, Portugal, Singapore, South Africa, South Korea, Spain, Sweden, Switzerland, UK, and US from January 15-31, 2021; while UAE and Hungary from January 17-31, 2021 amid the new virus strain.[255] Consequently, Cebu Pacific temporarily won't accept foreign passengers who came from, or travelled from these countries within 14 days prior to arrival in the Philippines from January 15-31, 2021.[256]
    • DOH undersecretary Dr. Maria Rosario Vergeire warned uncooperative passengers of Emirates Flight No. EK 332 that arrived at NAIA on January 7, 2021 that they may face future sanctions based on the Republic Act 11332 of 2019 if they failed to response to contract tracing efforts of the government. Still 13 out 159 passengers of the said flight are yet to respond to the said contact tracing in response to the first reported B.1.1.7 infected patient in the country.[257]
  • January 16 — Despite of still indecisive use of sinovac in the country, China pledged to donate half a million doses of the said vaccine to the country as announced by their Foreign Minister Wang Yi during its recent state visit.[258] However, donated vaccines can only be accepted by DOH upon acquiring EUA from FDA.[259]
  • January 17 — In less than a year after its first reported case, the country breached 500,000 mark on the number of COVID-19 cases as DOH reported 1,895 fresh cases, reaching 500,577 count which includes 24,691 still active cases; 5,868 recoveries adding to 465,991 recovered patients; and 11 deaths bringing to 9,895 toll. The country ranked at 32nd place with the most number of cases in the world and 2nd in Southeast Asia only behind to world's 19th ranked Indonesia (907,929 cases).[260]
  • January 18
    • Bontoc mayor Franklin Odsey tested positive for COVID-19, opting the capital town to imposed lockdown to its pre-identified barangays from January 18-31.[261]
    • Philippine Superliga partnered with Go Negosyo program will procure vaccines for all its players as revealed by its league chairman Philip Ella Juico, becaming the first major sports organization in the country to acquire its own vaccines.[262]
  • January 21
    • Senator Pia Cayetano filed Senate Bill No. 1999 which aim to create vaccine passport initiative that will to set up a database registry of individuals who had been inoculated including their vaccination details as well as to monitor vaccine distribution and its effects. Holders of these passports may also be given certain privileges, access or exemptions to international and domestic travel, health checkpoints, quarantine, and business establishments. [263]
    • Despite of World Health Organization's non-recommendation of COVID-19 vaccination for pregnant women,[264] DOH will still seek obstetrics' and gynecologist's opinion on the possible inoculation of the said group.[265]
    • Bharat Biotech of India applied for EUA in the country for their developed COVAXIN as announced by FDA.[266]
  • January 22 — Sixteen (16) more cases of UK-COVID-19 variant were reported in the country as announced by the DOH with 12 of these cases are from Bontoc, Mt. Province.[267]
  • January 23
    • Bontoc mayor Franklin Odsey revealed the reported UK variant cases originated from a Filipina who arrived on December 11, 2020 from UK. The said individual attended a tribal ritual and infected 11 others. Initially, she was tested negative upon arrival but later developed symptoms and yielded positive result after a re-test on December 18, 2021.[268] Two villages within the town, including barangays Samoki, the epicenter of the new UK-COVID-19 variant were placed under lockdown with Bontoc alone had 203% increased over two weeks span. [269]
    • Experts from DOH’s technical advisory group disclosed that the more contagious UK variant had entered the country last December 10, 2020 (that time the variant was still unknown) through a Bontoc female patient who arrived from UK, much earlier than the reported case on January 13, 2021 from a Quezon City male resident who arrived from UAE.[270]
  • January 24
    • Barangay Guadalupe in Cebu City will be place under lockdown every Sunday starting January 24, 2021 over the sudden spike on the number of cases within the village based on their new barangay resolution. Thus, residents won't be allowed to leave their homes unless for emergency or important business, or they are frontliners or APOR.[271]
    • Bontoc mayor Franklin Odysey issued an Executive Order extending lockdown in barangay Tocucan, Bontoc Ili, Caluttit, Poblacion, and Samoki effective January 25-31, 2021 amid hreat of the new coronavirus variant. The town has 341 total COVID-19 cases, with 90 recoveries and 249 active cases.[272]
  • January 25
    • Commission on Higher Education approved limited face-to-face classes for students of medicine and allied health sciences in areas under MGCQ. Meanwhile, students in GCQ areas are allowed go into COVID-19 hospitals. UP Manila, Ateneo de Manila University, and Our Lady of Fatima University-Valenzuela were among the universities who were allowed by the commission but other schools who wish to hold limited face-to-face classes must submit an application as confirmed by commissioner Prospero De Vera III.[273]
    • Philippine Red Cross kicked-off COVID-19 saliva testing initially at its headquarter in Mandaluyong City and at its molecular laboratory, Port Area Manila. The said test was priced at P2,000 per test, P1,800 less expensive than the regular swab testing.[274]
  • January 26 — Pasig City became the first LGU in the country with COVID-19 vaccination plan approved by the DOH-WHO as announced by mayor Vico Sotto.[275]
  • January 27 — Starting February 1, 2021, travelers arriving in the country regardless of origin are required to have their COVID-19 tests on the 5th day of quarantine instead of arrival date unless any earlier symptoms will occur as announced by Malacañang upon the recommendation of IATF-EID and DOH. Once tested negative on the 5th day, passengers will be endorsed to LGU of destination to continue the mandatory 14-day quarantine.[276]
  • January 28 — FDA granted EUA of AstraZeneca COVID-19 vaccine, becoming the 2nd vaccine after Pfizer–BioNTech COVID-19 vaccine with approved EUA in the country.[277]
  • January 29 — Palace through its spokesperson announced regions - NCR and CAR will be placed under GCQ including Batangas, Tacloban City, Davao City, Davao del Norte, Lanao del Sur, and Iligan City from February 1 - 28, 2021. Meanwhile, the rest of the country under MGCQ.[278]
  • January 30 — After a year of its first reported case, the country logged 2,109 COVID-19 infected individuals pushing the tally to 523,516. Meanwhile, 146 recoveries and 17 deaths were also recorded bring the total recovered patients to 475,904 and death toll to 10,669. Thus, 36,943 cases are still active with country's recovery rate at 90.9%.[279]

February

  • February 1
    • Asian Development Bank allocated $25 M to the country to loan out for procurement of COVID-19 vaccines to 70 million Filipinos, as a target by the DOH.[280]
    • Baguio City implemented daily curfew hours from 10 PM to 4 AM; and liquor ban from 8 PM to 10 AM in the entire city as GCQ commences in CAR.[281]
    • Ilocus Sur temporarily closed its borders with Mt. Province as to prevent the possible entry of B.1.1.7 strain from Bontoc through an issued executive order by governor Ryan Singson. Two of its borders are located at barangay Aluling and Commilas in the town of Cervantes.[282]
  • February 5
    • Foreigners with valid visa are allowed to entry the country starting February 16, 2021 requiring that they should have a pre-booked accommodation for at least 6 nights in accredited quarantine hotels or venues and also subject to swab test on the 6th day from their arrival date, as announced by Palace spokesperson Harry Roque. Among those allowed are foreigners who are parents of minor Filipinos, parents of Filipino children with special needs; accredited officials and international organization officials, airline crews, those with investor visas, medical practitioners including their medical escorts.[283]
    • The country logged 8 more cases from B.1.1.7 COVID-19 — 3 additional from Bontoc, 2 from La Trinidad, Benguet, 2 OFWs, and 1 from Liloan, Cebu as announced by DOH.[284]
    • Malacañang released the list of priority groups for COVID-19 vaccination as follows:[285]
  • February 8 — The country recorded the first death caused by UK-variant B.1.1.7 COVID-19 through an 84-year old man from La Trinidad, Benguet got sicked between 3rd-4th week of January 2021. DOH is still investigating the case since the patient has no reported contact to any positive carrier. With this, 22 out of 25 B.1.1.7 patients were already recovered; 2 are still active; and 1 fatality.[286]
